Bill Title: Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that prior to the commencement of any repair or maintenance project that is estimated to close a street or lane off to traffic for a period longer than 5 business days, the Department of Transportation shall conduct a public meeting at which interested parties and citizens will have the opportunity to provide comments or voice opposition to the proposed project. Provides that the time and place of the public meeting will be at the discretion of the Department, but must take place no less than 7 days before commencement of the proposed project. Provides that notice of the public meeting shall be published in accordance with rules promulgated by the Department.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Transportation Law of the
5Civil Administrative Code of Illinois is amended by adding
6Section 2705-605 as follows:
7 (20 ILCS 2705/2705-605 new)
8 Sec. 2705-605. Construction projects; notification of the
9public.
10 (a) The Department shall develop and publish a policy for
11the notification of members of the public prior to the
12commencement of construction projects which impact their
13communities. The policy shall include procedures for ensuring
14that the public is informed of construction projects, excluding
15emergency projects, which are estimated to require the closure
16of a street or lane of traffic for a period longer than 5
17consecutive business days. The policy shall include procedures
18for the notification of local public officials of affected
19communities and shall provide the local public officials the
20opportunity to request a meeting with the Department prior to
21the initiation of the closure.
22 (b) The policy shall be completed and published on the
23Department's internet website by January 1, 2013.
