1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-606, 3-606.1, 3-606.5, 3-607, 3-610,
63-610.1, 3-611.5, 3-613, 3-615, 3-616, 3-627, 3-629, 3-630,
73-631, 3-632, 3-635, 3-636, 3-637, 3-639, 3-640, 3-641, 3-643,
83-644, 3-646, 3-648, 3-649, 3-652, 3-653, 3-654, 3-655, 3-657,
93-659, 3-660, 3-662, 3-664, 3-665, 3-666, 3-670, 3-671, 3-672,

15 (625 ILCS 5/3-606) (from Ch. 95 1/2, par. 3-606)
16 Sec. 3-606. Members of General Assembly. Upon receipt of a
17request of a member of the General Assembly, accompanied by
18the appropriate application and fee, the Secretary of State
19shall issue to the member 2 plates as described in this
20Section. The special plates issued under this Section shall be
21affixed only to passenger vehicles of the first division,
22motorcycles, autocycles, and motor vehicles of the second
23division weighing not more than 8,000 pounds. Except as

1otherwise provided in this Section, if the member so requests,
2the Secretary shall issue 2 sets of such registration plates
3for use on 2 different motor vehicles. A member may request
4that the Secretary of State issue registration plates in the
5name of a corporation when the corporation owns or leases the
6vehicle to be registered and the member is an officer or
7director of that corporation. Such registration plates shall
8be issued for a 2-year period beginning January 1 of each
9odd-numbered year and ending December 31 of the subsequent
10even-numbered year. If the application is from a member of the
11Senate, there shall appear on the rear plate, in addition to
12the designation of the State and the year for which the license
13was issued, the word "official" and appropriate wording or
14abbreviation indicating that the holder is a member of the
15Senate, followed by the number of the senatorial district of
16the member. On the front plate, there shall appear appropriate
17wording or abbreviation indicating that the holder is a member
18of the Senate. If the application is from a member of the House
19of Representatives, there shall appear on the rear plate, in
20addition to the designation of the State and the year for which
21the license was issued, the word "official" and appropriate
22wording or abbreviation indicating that the holder is a member
23of the House of Representatives, followed by the number
24assigned to the member. On the front plate, there shall appear
25appropriate wording or abbreviation indicating that the holder
26is a member of the House of Representatives. Numbers 1 through

1118 shall be assigned and members with the longest length of
2service as members of the legislature shall be given the lower
3numbers.
4 When members have an equal length of service, the lower
5numbers shall be given in alphabetical order based on
6surnames.
7 A member of the General Assembly who has a disability as
8defined under Section 1-159.1 may request one set of
9specialized plates which display the International Symbol of
10Access and shall be subject to the provisions within Section
113-616. The set of specialized plates displaying the
12International Symbol of Access shall only be issued along with
13the assignment of a corresponding disability placard that must
14be displayed in the vehicle. The surviving spouse of the
15member shall not be entitled to retain this plate.

18 Sec. 3-606.1. Retired members of the General Assembly.
19Upon receipt of a request from a retired member of the General
20Assembly, accompanied by the appropriate application and fee,
21the Secretary of State shall issue to such retired member
22plates bearing appropriate wording or abbreviations indicating
23that the holder is a retired member of the General Assembly.
24The special plates issued under this Section shall be affixed
25only to passenger vehicles of the first division, motorcycles,

1autocycles, and motor vehicles of the second division weighing
2not more than 8,000 pounds. Such plates may be issued for a
32-year 2 year period beginning January 1st of each
4odd-numbered year and ending December 31st of the subsequent
5even-numbered year. Except as otherwise provided in this
6Section, upon the death of a retired member who has been issued
7a retired member of the General Assembly plate, that member's
8surviving spouse shall be entitled to retain the plate so long
9as the surviving spouse is a resident of Illinois and
10transfers the registration to his or her name within 90 days of
11the death of the retired member.
12 A retired member of the General Assembly who has a
13disability as defined under Section 1-159.1 may request one
14set of specialized plates which display the International
15Symbol of Access and shall be subject to the provisions within
16Section 3-616. The set of specialized plates displaying the
17International Symbol of Access shall only be issued along with
18the assignment of a corresponding disability placard that must
19be displayed in the vehicle. The surviving spouse of the
20retired member shall not be entitled to retain this plate.
21 "Retired member" means any individual who (a) has served
22as a member of the General Assembly for a minimum of 6 years,
23or (b) is 62 or older, has served as a member of the General
24Assembly for a minimum of 4 years, and retired prior to the
25convening of the 83rd General Assembly.
26 The fees and procedures relating to such plates for

1retired members of the General Assembly shall be the same as
2the fees and procedures applicable to personalized plates
3issued under this Code.

6 Sec. 3-606.5. Retired Executive Branch Constitutional
7Officers. Upon receipt of a request from a retired executive
8branch constitutional officer, accompanied by the appropriate
9application and fee, the Secretary of State shall issue to the
10retired executive branch constitutional officer plates bearing
11appropriate wording or abbreviations indicating that the
12holder is a retired executive branch constitutional officer
13and the office held. The special plates issued under this
14Section shall be affixed only to passenger vehicles of the
15first division, motorcycles, autocycles, and motor vehicles of
16the second division weighing not more than 8,000 pounds. Such
17plates may be issued for a 2-year period beginning on January 1
18of each odd-numbered year and ending on December 31 of the
19subsequent even-numbered year. Upon the death of a retired
20executive branch constitutional officer who has been issued a
21retired executive branch constitutional officer plate, the
22retired executive branch constitutional officer's surviving
23spouse shall be entitled to retain the plate so long as the
24surviving spouse is a resident of Illinois and transfers the
25registration to his or her name within 90 days of the death of

1the retired executive branch constitutional officer. For
2purposes of this Section, "retired executive branch
3constitutional officer" means any individual who has served at
4least one full term of office as (i) Governor; (ii) Lieutenant
5Governor; (iii) Attorney General; (iv) Secretary of State; (v)
6Comptroller; or (vi) Treasurer; and who was not removed from
7office pursuant to Section 14 of Article IV of the Illinois
8Constitution of 1970.

11 Sec. 3-607. Amateur radio operators. Amateur radio
12operators may obtain the issuance of registration plates or
13digital registration plates for motor vehicles of the first
14division, motorcycles, autocycles, and second division motor
15vehicles under 8,000 pounds, corresponding to their call
16letters, provided they make application therefor, which is
17subject to the staggered registration system, prior to October
181st of the final year of the current registration plate or
19digital registration plate term and pay an additional fee of
20$4.

23 Sec. 3-610. Members of Congress. Upon receiving an
24application for a certificate of registration for a motor

1vehicle from a member of the Congress of the United States from
2Illinois, accompanied with payments of the registration fees
3and taxes required under this Act, the Secretary of State
4instead of issuing to such member number plates as hereinabove
5provided, shall, if such member so requests, issue to him two
6number plates as described in this Section. The special plates
7issued under this Section shall be affixed only to passenger
8vehicles of the first division, motorcycles, autocycles, and
9motor vehicles of the second division weighing not more than
108,000 pounds. Two duplicate sets of these number plates may be
11issued if requested and may be used on 2 different motor
12vehicles. There shall appear, in addition to the designation
13of the State and the year for which such license was issued, if
14he is a member of the House of Representatives, the number of
15the congressional district of such member in the center of the
16plate followed in the next line by the words "U. S.
17Congressperson"; if he is the senior Senator from Illinois,
18the number 1 shall be in the center of the plate followed in
19the next line by the word "Senator"; and if he is the junior
20Senator, the number 2 shall be in the center of the plate
21followed in the next line by the word "Senator".
22 Such plates may be issued for a 2-year 2 year period
23beginning January 1st of each odd-numbered year and ending
24December 31st of the subsequent even-numbered years.

1 (625 ILCS 5/3-610.1)
2 Sec. 3-610.1. Retired members of the Illinois
3congressional delegation. Upon receipt of a request from a
4retired member of the Illinois congressional delegation,
5accompanied by the appropriate application and fee, the
6Secretary of State shall issue to the retired member special
7registration plates bearing appropriate wording or
8abbreviations indicating that the holder is a retired member
9of the Illinois congressional delegation. The plates may be
10issued for a 2-year 2 year period beginning January 1st of each
11odd-numbered year and ending December 31st of the subsequent
12even-numbered year. The special plates issued under this
13Section shall be affixed only to passenger vehicles of the
14first division, motorcycles, autocycles, and motor vehicles of
15the second division weighing not more than 8,000 pounds.
16 An applicant shall be charged a $15 fee for original
17issuance in addition to the applicable registration fee. This
18additional fee shall be deposited into the Secretary of State
19Special License Plate Fund. For each registration renewal
20period, a $2 fee, in addition to the appropriate registration
21fee, shall be charged and shall be deposited into the Retired
22Members of the Illinois Congressional Delegation Fund.
23 A retired member of the Illinois Congressional delegation
24who has a disability as defined under Section 1-159.1 may
25request one set of specialized plates which display the
26International Symbol of Access and shall be subject to the

1provisions within Section 3-616. The set of specialized plates
2displaying the International Symbol of Access shall only be
3issued along with the assignment of a corresponding disability
4placard that must be displayed in the vehicle. The surviving
5spouse of the retired member shall not be entitled to retain
6this plate.
7 "Retired member of the Illinois congressional delegation"
8means any individual who has served as a member of the U.S.
9Senate or U.S. House of Representatives representing the State
10of Illinois. The term does not include an individual who is
11serving in the U.S. Senate or U.S. House of Representatives.

14 Sec. 3-611.5. Fire Chief license plates.
15 (a) The Secretary, upon receipt of a request from a
16municipality or fire protection district that operates a fire
17department, accompanied by an application and the appropriate
18fee, may issue, to a fire chief, deputy fire chief, and
19assistant fire chief of each municipal fire department or fire
20protection district, special registration plates designated as
21Fire Chief license plates. The special plates issued under
22this Section shall be affixed only to passenger vehicles of
23the first division, motorcycles, autocycles, or motor vehicles
24of the second division weighing not more than 8,000 pounds,
25owned by the fire department or the fire chief, deputy fire

1chief, or assistant fire chief of the fire department. Plates
2issued under this Section shall expire according to the
3multi-year procedure established by Section 3-414.1 of this
4Code.
5 (b) The design and color of the special plates shall be
6wholly within the discretion of the Secretary. The plates are
7not required to designate "Land of Lincoln" as prescribed in
8subsection (b) of Section 3-412 of this Code. The Secretary
9may prescribe rules governing the requirements and approval of
10the special plates. The fee for this plate for a vehicle owned
11by the fire chief, deputy fire chief, or assistant fire chief
12shall be the same as the fee prescribed for first division
13vehicles in Section 3-806 of this Code. Permanent license
14plates for fire chief, deputy fire chief, or assistant fire
15chief vehicles owned by a municipal fire department or fire
16protection district shall be issued at the fee prescribed in
17Section 3-808.1(b).
18 (c) Any fire chief, deputy fire chief, or assistant fire
19chief operating warning devices as described in paragraph 2.1
20of subsection (a) of Section 12-215 or subsection (b) of
21Section 12-601 upon a vehicle not owned by a municipality or
22fire protection district shall display license plates as
23described in this Section.
24 (d) With the exception of permanently issued license
25plates, upon the resignation, termination, or reassignment to
26a rank other than fire chief, deputy fire chief, or assistant

1fire chief, a person issued plates under this Section shall
2immediately surrender the license plate to the Secretary of
3State. The Secretary of State shall have the ability to
4recover license plates issued under this Section.

7 Sec. 3-613. Special inaugural license plate. Any resident
8of Illinois, being a member of the Official Presidential
9Inaugural Committee, may, during the period from January
10through February 15th of any year in which the President of the
11United States is being inaugurated, display a special
12inaugural license plate furnished by such person in lieu of
13the current and valid Illinois license plate issued to a motor
14vehicle of the first division, motorcycle, or autocycle owned
15by such person, provided that the official inaugural
16credentials or a valid certificate thereof acceptable to the
17Secretary of State and the valid and current Illinois license
18plates and registration card issued to such motor vehicle are
19simultaneously carried within such vehicle and available for
20inspection.

23 Sec. 3-615. Honorary Consular License Plate. The
24Secretary, upon receipt of an application made on the form

1prescribed by the Secretary of State, may issue Illinois
2Honorary Consular license plates to any person who is a
3non-resident and an official or employee of the Coordination
4Council for North American Affairs as recognized in the Taiwan
5Relation Act, Public Law 96-8, and serving that
6instrumentality and temporarily residing in this State. The
7special plates issued under this Section shall be affixed only
8to passenger vehicles of the first division, motorcycles,
9autocycles, and motor vehicles of the second division weighing
10not more than 8,000 pounds. In addition, these plates may be
11issued to United States nationals or permanent residents who
12are appointed Honorary Consular officers and confirmed by the
13Federal Department of State.
14 Such registration plates may be issued for a 2-year 2 year
15period beginning January 1 of each odd-numbered year and
16ending December 31 of the subsequent even-numbered year.
17Applicants shall verify their status as Honorary Consular or
18Taiwanese representatives on forms provided by the Department
19of State.
20 In the event any holder of such registration plates or
21card leaves this State or no longer serves as an Honorary
22Consular or Taiwanese official or employee, the registration
23plates and card issued to such persons shall terminate and the
24owner shall remove such plates from the vehicle so registered
25and return them and the registration card to the Secretary of
26State. Such plates may not be transferred to any other person

1by the holder or owner.

4 Sec. 3-616. Disability license plates.
5 (a) Upon receiving an application for a certificate of
6registration for a motor vehicle of the first division, a
7motorcycle, an autocycle, or for a motor vehicle of the second
8division weighing no more than 8,000 pounds, accompanied with
9payment of the registration fees required under this Code from
10a person with disabilities or a person who is deaf or hard of
11hearing, the Secretary of State, if so requested, shall issue
12to such person registration plates as provided for in Section
133-611, provided that the person with disabilities or person
14who is deaf or hard of hearing must not be disqualified from
15obtaining a driver's license under subsection 8 of Section
166-103 of this Code, and further provided that any person
17making such a request must submit a statement, certified by a
18licensed physician, by a licensed physician assistant, or by a
19licensed advanced practice registered nurse, to the effect
20that such person is a person with disabilities as defined by
21Section 1-159.1 of this Code, or alternatively provide
22adequate documentation that such person has a Class 1A, Class
232A or Type Four disability under the provisions of Section 4A
24of the Illinois Identification Card Act. For purposes of this
25Section, an Illinois Person with a Disability Identification

1Card issued pursuant to the Illinois Identification Card Act
2indicating that the person thereon named has a disability
3shall be adequate documentation of such a disability.
4 (b) The Secretary shall issue plates under this Section to
5a parent or legal guardian of a person with disabilities if the
6person with disabilities has a Class 1A or Class 2A disability
7as defined in Section 4A of the Illinois Identification Card
8Act or is a person with disabilities as defined by Section
91-159.1 of this Code, and does not possess a vehicle
10registered in his or her name, provided that the person with
11disabilities relies frequently on the parent or legal guardian
12for transportation. Only one vehicle per family may be
13registered under this subsection, unless the applicant can
14justify in writing the need for one additional set of plates.
15Any person requesting special plates under this subsection
16shall submit such documentation or such physician's, physician
17assistant's, or advanced practice registered nurse's statement
18as is required in subsection (a) and a statement describing
19the circumstances qualifying for issuance of special plates
20under this subsection. An optometrist may certify a Class 2A
21Visual Disability, as defined in Section 4A of the Illinois
22Identification Card Act, for the purpose of qualifying a
23person with disabilities for special plates under this
24subsection.
25 (c) The Secretary may issue a parking decal or device to a
26person with disabilities as defined by Section 1-159.1 without

1regard to qualification of such person with disabilities for a
2driver's license or registration of a vehicle by such person
3with disabilities or such person's immediate family, provided
4such person with disabilities making such a request has been
5issued an Illinois Person with a Disability Identification
6Card indicating that the person named thereon has a Class 1A or
7Class 2A disability, or alternatively, submits a statement
8certified by a licensed physician, or by a licensed physician
9assistant or a licensed advanced practice registered nurse as
10provided in subsection (a), to the effect that such person is a
11person with disabilities as defined by Section 1-159.1. An
12optometrist may certify a Class 2A Visual Disability as
13defined in Section 4A of the Illinois Identification Card Act
14for the purpose of qualifying a person with disabilities for a
15parking decal or device under this subsection.
16 (d) The Secretary shall prescribe by rules and regulations
17procedures to certify or re-certify as necessary the
18eligibility of persons whose disabilities are other than
19permanent for special plates or parking decals or devices
20issued under subsections (a), (b) and (c). Except as provided
21under subsection (f) of this Section, no such special plates,
22decals or devices shall be issued by the Secretary of State to
23or on behalf of any person with disabilities unless such
24person is certified as meeting the definition of a person with
25disabilities pursuant to Section 1-159.1 or meeting the
26requirement of a Type Four disability as provided under

1Section 4A of the Illinois Identification Card Act for the
2period of time that the physician, or the physician assistant
3or advanced practice registered nurse as provided in
4subsection (a), determines the applicant will have the
5disability, but not to exceed 6 months from the date of
6certification or recertification.
7 (e) Any person requesting special plates under this
8Section may also apply to have the special plates
9personalized, as provided under Section 3-405.1.
10 (f) The Secretary of State, upon application, shall issue
11disability registration plates or a parking decal to
12corporations, school districts, State or municipal agencies,
13limited liability companies, nursing homes, convalescent
14homes, or special education cooperatives which will transport
15persons with disabilities. The Secretary shall prescribe by
16rule a means to certify or re-certify the eligibility of
17organizations to receive disability plates or decals and to
18designate which of the 2 person with disabilities emblems
19shall be placed on qualifying vehicles.
20 (g) The Secretary of State, or his designee, may enter
21into agreements with other jurisdictions, including foreign
22jurisdictions, on behalf of this State relating to the
23extension of parking privileges by such jurisdictions to
24residents of this State with disabilities who display a
25special license plate or parking device that contains the
26International symbol of access on his or her motor vehicle,

1and to recognize such plates or devices issued by such other
2jurisdictions. This State shall grant the same parking
3privileges which are granted to residents of this State with
4disabilities to any non-resident whose motor vehicle is
5licensed in another state, district, territory or foreign
6country if such vehicle displays the international symbol of
7access or a distinguishing insignia on license plates or
8parking device issued in accordance with the laws of the
9non-resident's state, district, territory or foreign country.

13 Sec. 3-627. Environmental License Plate.
14 (a) The Secretary, upon receipt of an application made in
15the form prescribed by the Secretary of State, may issue
16special registration plates designated to be environmental
17license plates. The special plates issued under this Section
18shall be affixed only to passenger vehicles of the first
19division, motorcycles, autocycles, motor vehicles of the
20second division weighing not more than 8,000 pounds, and, as
21of January 1, 1996, recreational vehicles as defined by
22Section 1-169 of this Code. Plates issued under this Section
23shall expire according to the multi-year procedure established
24by Section 3-414.1 of this Code.
25 (b) The design and color of the plates shall be wholly

1within the discretion of the Secretary of State. Appropriate
2documentation, as determined by the Secretary, shall accompany
3the application. As of January 1, 1996, the Secretary may, in
4his or her discretion, allow the plates to be issued as vanity
5or personalized plates in accordance with Section 3-405.1 of
6this Code.
7 (c) An applicant shall be charged a $40 fee for original
8issuance in addition to the appropriate registration fee, if
9applicable. Of this fee, $25 shall be deposited into the State
10Parks Fund and $15 shall be deposited into the Secretary of
11State Special License Plate Fund, to be used by the Secretary
12of State to help defray the administrative processing costs.
13For each registration renewal period, a $27 fee, in addition
14to the appropriate registration fee, shall be charged. Of this
15fee, $25 shall be deposited into the State Parks Fund and $2
16shall be deposited into the Secretary of State Special License
17Plate Fund.

21 Sec. 3-629. Collegiate license plates; scholarship fund.
22 (a) In addition to any other special license plate, the
23Secretary, upon receipt of all applicable fees and
24applications made in the form prescribed by the Secretary of
25State, may issue collegiate license plates. The collegiate

1plates issued under this Section shall be affixed only to
2passenger vehicles of the first division, motorcycles,
3autocycles, and motor vehicles of the second division weighing
4not more than 8,000 pounds and subject to the staggered
5registration system. Plates issued under this Section shall
6expire according to the staggered multi-year procedure
7established under Section 3-414.1 of this Code.
8 (b) The design, color, and format of the plates shall be
9wholly within the discretion of the Secretary of State. The
10Secretary of State may, at his or her discretion, issue the
11plates for any public college or university located in this
12State or for any degree-granting, not-for-profit private
13college or university located in this State or a contiguous

16or university residing in this State. The Secretary may, in
17his or her discretion, allow the plates to be issued as vanity
18plates or personalized in accordance with Section 3-405.1 of
19this Code. The plates are not required to designate "Land Of
20Lincoln", as prescribed in subsection (b) of Section 3-412 of
21this Code. The Secretary shall prescribe the eligibility
22requirements including a minimum level of specialized license
23plates requests and, in his or her discretion, shall approve
24and prescribe stickers or decals as provided under Section
253-412.
26 (c) An applicant shall be charged a $40 fee for original

1issuance in addition to the applicable registration fee. Of
2the original issuance fee in the case of a public university or
3college, $25 shall be deposited into the State College and
4University Trust Fund and $15 shall be deposited into the

6Secretary of State, subject to appropriation, to help defray
7the administrative costs of issuing the plate. Of the original
8issuance fee in the case of a degree-granting, not-for-profit
9private college or university, $25 shall be deposited into the
10University Grant Fund and $15 shall be deposited into the
11Secretary of State Special License Plate Fund to be used by the
12Secretary of State, subject to appropriation, to help defray
13the administrative cost of issuing the plate. In addition to
14the regular renewal fee, an applicant shall be charged $27 for
15the renewal of each set of license plates issued under this
16Section; $25 shall be deposited into the State College and
17University Trust Fund in the case of a public university or
18college or into the University Grant Fund in the case of a
19degree-granting, not-for-profit private college or university,
20and $2 shall be deposited into the Secretary of State Special
21License Plate Fund plates for all collegiate plates.
22 (d) The State College and University Trust Fund is created
23as a special fund in the State treasury. The State Treasurer
24shall create separate accounts within the State College and
25University Trust Fund for each public university or college
26for which collegiate license plates have been issued. Moneys

1in the State College and University Trust Fund shall be
2allocated to each account in proportion to the number of
3plates sold in regard to each public university or college.
4Moneys deposited into the State College and University Trust
5Fund during the preceding calendar year shall be distributed,
6subject to appropriation, to each participating public
7university or college. This revenue shall be used for the sole
8purpose of scholarship grant awards to Illinois residents.
9 (e) The University Grant Fund is created as a special fund
10in the State treasury. The State Treasurer shall create
11separate accounts within the University Grant Fund for each
12university or college for which collegiate license plates have
13been issued. Moneys in the University Grant Fund shall be
14allocated to each account in proportion to the number of
15plates sold in regard to each university or college. Moneys
16deposited into these accounts during the preceding calendar
17year shall, subject to appropriation, be distributed through
18the Illinois Student Assistance Commission to participating
19private colleges and universities. This revenue shall be used
20for the sole purpose of scholarship grant awards to Illinois
21residents.

15vanity plates or personalized in accordance with Section
163-405.1 of this Code.
17 (c) An applicant shall be charged a $40 dollar fee for
18original issuance in addition to the appropriate registration
19fee, if applicable. Of this fee, $25 shall be deposited into
20the ICJIA Violence Prevention Fund as created by this Act and
21$15 shall be deposited into the Secretary of State Special
22License Plate Fund to be used by the Secretary of State to help
23defray the administrative processing costs. For each
24registration renewal period a $27 fee, in addition to the

7 (d) The Organ Donor Awareness Fund is created as a special
8fund in the State treasury. Subject to appropriation by the
9General Assembly and approval by the Secretary, 50% of the
10moneys in the Organ Donor Awareness Fund shall be paid as
11grants to the Gift of Hope Organ and Tissue Donor Network, and
12the remaining 50% of the moneys in that fund shall be paid as
13grants to Mid-America Transplant Services, or pursuant to any
14alternative distribution ratio mutually agreed upon by these 2
15organizations.

18 Sec. 3-648. Education license plates.
19 (a) The Secretary, upon receipt of an application made in
20the form prescribed by the Secretary, may issue special
21registration plates designated as Education license plates.
22The special plates issued under this Section shall be affixed
23only to passenger vehicles of the first division, motorcycles,
24autocycles, and motor vehicles of the second division weighing
25not more than 8,000 pounds. Plates issued under this Section

2by Section 3-414.1 of this Code.
3 (b) The design and color of the plates shall be determined
4by a contest that every elementary school pupil in the State of
5Illinois is eligible to enter. The designs submitted for the
6contest shall be judged on September 30, 2002, and the winning
7design shall be selected by a committee composed of the
8Secretary, the Director of State Police, 2 members of the
9Senate, one member chosen by the President of the Senate and
10one member chosen by the Senate Minority Leader, and 2 members
11of the House of Representatives, one member chosen by the
12Speaker of the House and one member chosen by the House
13Minority Leader. The Secretary may allow the plates to be
14issued as vanity or personalized plates under Section 3-405.1
15of the Code. The Secretary shall prescribe stickers or decals
16as provided under Section 3-412 of this Code.
17 (c) An applicant for the special plate shall be charged a
18$40 fee for original issuance, in addition to the appropriate
19registration fee. Of this $40 additional original issuance
20fee, $15 shall be deposited into the Secretary of State
21Special License Plate Fund, to be used by the Secretary to help
22defray the administrative processing costs, and $25 shall be
23deposited into the Golden Apple Scholars of Illinois Fund. For
24each registration renewal period, a $40 fee, in addition to
25the appropriate registration fee, shall be charged. Of this
26$40 additional renewal fee, $2 shall be deposited into the

1Secretary of State Special License Plate Fund and $38 shall be
2deposited into the Golden Apple Scholars of Illinois Fund.
3Each fiscal year, once deposits from the additional original

6received for the additional fees for the balance of the fiscal
7year shall be deposited into the Golden Apple Scholars of
8Illinois Fund.
9 (d) The Golden Apple Scholars of Illinois Fund is created
10as a special fund in the State treasury. All moneys in the
11Golden Apple Scholars of Illinois Fund shall be apportioned
12according to Section 52 of the Higher Education Student
13Assistance Act.

22United States Military Academy at West Point, N.Y. The special
23West Point Bicentennial plate issued under this Section shall

25motorcycles, autocycles, and motor vehicles of the second

7Secretary may, in his or her discretion, allow the plates to be
8issued as vanity plates or personalized in accordance with
9Section 3-405.1 of this Code. The plates are not required to
10designate "Land Of Lincoln", as prescribed in subsection (b)
11of Section 3-412 of this Code. The Secretary shall approve and
12prescribe stickers or decals as provided under Section 3-412.
13 (c) An applicant shall be charged a $15 fee for original
14issuance in addition to the applicable registration fee. This
15additional fee shall be deposited into the Secretary of State
16Special License Plate Fund. For each registration renewal
17period, a $2 fee, in addition to the appropriate registration
18fee, shall be charged and shall be deposited into the
19Secretary of State Special License Plate Fund.

7 (c) An applicant for the special plate shall be charged a
8$40 fee for original issuance in addition to the appropriate

11be deposited into the Secretary of State Special License Plate
12Fund, to be used by the Secretary to help defray the

17distribution by the Secretary, as grants to a statewide
18organization whose primary membership consists of hospice
19programs to be used as follows:
20 (1) To fund projects relating to hospice care for
21 special groups, such as children, veterans, and ethnic,
22 religious, gender, or minority groups, or to provide
23 disease-specific research or outreach.
24 (2) To fund education and outreach for hospice
25 volunteers, patients, families, and health care
26 professionals.

1 (3) To fund informational and educational media
2 programs regarding the availability of hospice services.
3 (4) To fund the expansion or enhancement of a
4 statewide organization whose primary membership consists

7 (5) To fund the expansion or enhancement of a
8 statewide organization whose primary membership consists
9 of hospice programs Internet website.
10 (6) To cover reasonable costs for special plate
11 advertising.
12 A statewide organization whose primary membership consists
13of hospice programs shall distribute grant moneys received
14under this subsection (d) through a standing committee that
15reviews funding solicitations and awards.

7registration fee. Of this fee, $25 shall be deposited into the
8Illinois Pan Hellenic Trust Fund and $15 shall be deposited
9into the Secretary of State Special License Plate Fund, to be
10used by the Secretary to help defray the administrative
11processing costs. For each registration renewal period, a $27
12fee, in addition to the appropriate registration fee, shall be
13charged. Of this fee, $25 shall be deposited into the Illinois
14Pan Hellenic Trust Fund and $2 shall be deposited into the
15Secretary of State Special License Plate Fund.
16 (d) The Illinois Pan Hellenic Trust Fund is created as a
17special fund in the State Treasury. The State Treasurer shall
18create separate accounts within the Illinois Pan Hellenic
19Trust Fund for each eligible member for which Pan Hellenic
20license plates have been issued. Moneys in the Illinois Pan
21Hellenic Trust Fund shall be allocated to each account in
22proportion to the number of plates sold in regard to each
23fraternity or sorority. All moneys in the Illinois Pan
24Hellenic Trust Fund shall be distributed, subject to
25appropriation by the General Assembly and distribution by the
26Secretary, as grants to the Illinois Alpha Kappa Alpha

16application, the Secretary of State shall issue registration
17plates designated as Gold Star license plates to any Illinois
18resident who is the surviving widow or widower, to each parent

20is a child, stepchild, child through adoption, brother,
21half-brother, sister, or half-sister, of a person who served
22in the Armed Forces of the United States and lost his or her
23life while in service whether in peacetime or war. The
24surviving widow or widower, each of the parents, and each
25child, stepchild, child through adoption, brother,

2more sets of registration plates. Registration plates issued
3under this Section shall be for first division vehicles,

6allow the plates to be issued as vanity or personalized plates
7in accordance with Section 3-405.1 of this Code. No

7wholly within the discretion of the Secretary of State. The
8Secretary may, in his or her discretion, allow the plates to be
9issued as vanity or personalized plates in accordance with
10Section 3-405.1 of this Code. The plates are not required to
11designate "Land of Lincoln", as prescribed in subsection (b)
12of Section 3-412 of this Code. The Secretary shall prescribe
13the eligibility requirements and, in his or her discretion,
14shall approve and prescribe stickers or decals as provided

18 (c) The Secretary may issue Boy Scout plates bearing the
19Eagle Scout badge only to an applicant who provides written
20proof of Eagle Scout rank, in the form of appropriate
21documentation from the National Boy Scout Council. The
22Secretary shall make these plates available to qualified
23applicants.
24 (d) The Secretary may issue Girl Scout plates bearing the
25symbol of the Gold Award only to an applicant who provides

1written proof of Gold Award status, in the form of appropriate
2documentation from the National Office of the Girl Scouts of
3the U.S.A. The Secretary shall make these plates available to
4qualified applicants.

6issuance in addition to the appropriate registration fee, if
7applicable. Of this fee, $25 shall be deposited into the Boy
8Scout and Girl Scout Fund as created by this Section and $15
9shall be deposited into the Secretary of State Special License
10Plate Fund to be used by the Secretary to help defray the
11administrative processing costs. For each registration renewal
12period a $27 fee, in addition to the appropriate registration
13fee, shall be charged. Of this fee, $25 shall be deposited into
14the Boy Scout and Girl Scout Fund and $2 shall be deposited
15into the Secretary of State Special License Plate Fund.
16 (f) The Boy Scout and Girl Scout Fund is created as a
17special fund in the State treasury. All moneys in the Boy Scout
18and Girl Scout Fund shall, subject to appropriation by the
19General Assembly and distribution by the Secretary, be paid as
20grants, to be divided between the Illinois divisions of the
21Boys Scouts of America and the Girl Scouts of the U.S.A. on a
22pro rata basis, according to the number of each type of plate
23sold. Grants shall be made to the county division in which the

8money in the Illinois EMS Memorial Scholarship and Training

11EMS Memorial Scholarship and Training Council, a
12not-for-profit corporation, for the purposes (i) of providing
13scholarships for graduate study, undergraduate study, or both,
14to children and spouses of emergency medical services (EMS)
15personnel killed in the course of their employment, and (ii)
16for grants for the training of EMS personnel.

10issued as vanity plates or personalized plates under Section
113-405.1 of this Code. The Secretary shall prescribe stickers
12or decals as provided under Section 3-412 of this Code.
13 (c) An applicant for the special plate shall be charged a
14$25 fee for original issuance in addition to the appropriate
15registration fee. Of this fee, $10 shall be deposited into the
16United Auto Workers' Fund and $15 shall be deposited into the
17Secretary of State Special License Plate Fund, to be used by
18the Secretary to help defray the administrative processing
19costs.
20 For each registration renewal period, a $25 fee, in
21addition to the appropriate registration fee, shall be
22charged. Of this fee, $23 shall be deposited into the United
23Auto Workers' Fund and $2 shall be deposited into the
24Secretary of State Special License Plate Fund.
25 (d) The United Auto Workers' Fund is created as a special

13Police license plates to residents of Illinois who are members
14in good standing of the Fraternal Order of Police-Illinois
15State Lodge and meet other eligibility requirements prescribed
16by the Secretary of State. The special plates issued under
17this Section shall be affixed only to passenger vehicles of
18the first division, motorcycles, autocycles, and motor
19vehicles of the second division weighing not more than 8,000
20pounds, and recreational vehicles, as defined by Section 1-169
21of this Code. Plates issued under this Section shall expire
22according to the multi-year procedure established by Section
233-414.1 of this Code.
24 (b) The design and color of the plates is wholly within the
25discretion of the Secretary, except that the Illinois

1Fraternal Order of Police emblem shall appear on the plates.
2The Secretary may allow the plates to be issued as vanity
3plates or personalized under Section 3-405.1 of the Code. The

6designate "Land of Lincoln" as prescribed in subsection (b) of
7Section 3-412 of this Code. The Secretary may, in his or her
8discretion, allow the plates to be issued as vanity or
9personalized plates in accordance with Section 3-405.1 of this
10Code.
11 (c) An applicant for the special plate shall be charged a
12$25 fee for original issuance in addition to the appropriate
13registration fee. Of this fee, $10 shall be deposited into the
14Fraternal Order of Police Fund and $15 shall be deposited into
15the Secretary of State Special License Plate Fund, to be used
16by the Secretary to help defray the administrative processing
17costs.
18 For each registration renewal period, a $25 fee, in

18the Soil and Water Conservation District Fund shall be paid,
19subject to appropriation by the General Assembly and
20distribution by the Secretary, as grants to Illinois soil and
21water conservation districts for projects that conserve and
22restore soil and water in Illinois. All interest earned on
23moneys in the Fund shall be deposited into the Fund. The Fund
24shall not be subject to administrative charges or chargebacks,
25such as but not limited to those authorized under Section 8h of
26the State Finance Act.

1 (e) Notwithstanding any other provision of law, on July 1,
22023, or as soon thereafter as practical, the State
3Comptroller shall direct and the State Treasurer shall
4transfer the remaining balance from the Soil and Water
5Conservation District Fund into the Partners for Conservation
6Fund. Upon completion of the transfers, the Soil and Water
7Conservation District Fund is dissolved, and any future
8deposits due to that Fund and any outstanding obligations or
9liabilities of that Fund shall pass to the Partners for
10Conservation Fund.
11 (f) This Section is repealed on January 1, 2025.

17of Section 3-412 of this Code. The Secretary shall prescribe

25into the Octave Chanute Aerospace Heritage Fund. For each

10Museum, or any other charitable foundation responsible for the
11former exhibits and collections of the Chanute Air Museum, for
12operational and program expenses of the Chanute Air Museum and

7by the Secretary to help defray the administrative processing
8costs. For each registration renewal period, a $52 fee, in
9addition to the appropriate registration fee, shall be
10charged. Of this fee, $50 shall be deposited into the Curing
11Childhood Cancer Fund and $2 shall be deposited into the

13 (d) The Curing Childhood Cancer Fund is created as a

9Nations Protection Force in Yugoslavia. The special United
10Nations Protection Force plate issued under this Section shall

12motorcycles, autocycles, and motor vehicles of the second
13division weighing not more than 8,000 pounds. Plates issued
14under this Section shall expire according to the staggered
15multi-year procedure established by Section 3-414.1 of this
16Code.
17 (b) The design, color, and format of the plates shall be
18wholly within the discretion of the Secretary of State. The
19Secretary may, in his or her discretion, allow the plates to be
20issued as vanity plates or personalized in accordance with
21Section 3-405.1 of this Code. The plates are not required to
22designate "Land of Lincoln", as prescribed in subsection (b)
23of Section 3-412 of this Code. The Secretary shall approve and
24prescribe stickers or decals as provided under Section 3-412.
25 (c) An applicant shall be charged a $15 fee for original
26issuance in addition to the applicable registration fee. This
