Bill Title: Creates the Seat of Government Commission Act. Creates the Seat of Government Commission. Provides for membership of the Commission and membership requirements. Provides for meetings of the Commission. Provides that the Office of the Governor shall provide administrative and other support to the Commission. Provides that it shall be the duty of the Commission to serve as a line of communication between the State and local officials in the seat of government, regarding property leases, ownership, and any other issues deemed relevant to interactions between the State government and the seat of government.

1 | AN ACT concerning government.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 1. Short title. This Act may be cited as the Seat | |||||||||||||||||||
5 | of Government Commission Act.
| |||||||||||||||||||
6 | Section 5. Seat of Government Commission.
| |||||||||||||||||||
7 | (a) The Seat of Government Commission is hereby created.
| |||||||||||||||||||
8 | (b) The Commission shall consist of the following members:
| |||||||||||||||||||
9 | (1) 4 members appointed one each by the Speaker of the | |||||||||||||||||||
10 | House the Representatives, the Minority Leader of the | |||||||||||||||||||
11 | House of Representatives, the President of the Senate, and | |||||||||||||||||||
12 | the Minority Leader of the Senate;

13 | (2) 6 members appointed one each by the Governor, | |||||||||||||||||||
14 | Lieutenant Governor, Attorney General, Secretary of State, | |||||||||||||||||||
15 | State Comptroller, and State Treasurer;

16 | (3) the Executive Director of the Capital Development | |||||||||||||||||||
17 | Board or his or her designee;
| |||||||||||||||||||
18 | (4) the Director of Central Management Services or his | |||||||||||||||||||
19 | or her designee;
| |||||||||||||||||||
20 | (5) the Architect of the Capitol or his or her | |||||||||||||||||||
21 | designee;
| |||||||||||||||||||
22 | (6) one member appointed by the Mayor of Springfield, | |||||||||||||||||||
23 | Illinois;

1 | (7) one member appointed by the Sangamon County Board | ||||||
2 | Chairman; and
| ||||||
3 | (8) three public members, one of whom shall be the | ||||||
4 | chairperson of the Commission, who reside in Sangamon | ||||||
5 | County, appointed by the Governor.

6 | (c) Public members of the Commission shall serve 4-year | ||||||
7 | terms, and shall be eligible for re-appointment. Members shall | ||||||
8 | otherwise serve at the pleasure of their respective appointing | ||||||
9 | official and vacancies shall be filled in the same manner as | ||||||
10 | the initial appointment. Members of the Commission shall serve | ||||||
11 | without compensation, but may receive reimbursement for | ||||||
12 | expenses incurred in performing their duties.

13 | (d) The Commission shall meet at least quarterly in | ||||||
14 | Springfield, Illinois at the times and places as may be | ||||||
15 | designated by the Commission. The Commission shall develop and | ||||||
16 | implement policies that provide the public with a reasonable | ||||||
17 | opportunity to appear before the Commission and speak or | ||||||
18 | comment on any issue under the jurisdiction of the Commission.

19 | (e) The Office of the Governor shall provide | ||||||
20 | administrative and other support to the Commission.

21 | Section 10. Duties of the Commission. It shall be the duty | ||||||
22 | of the Commission to serve as a line of communication between | ||||||
23 | the State and local officials in the seat of government, | ||||||
24 | regarding property leases, ownership, and any other issues | ||||||
25 | deemed relevant to interactions between the State government |
