Bill Title: Reinserts the provisions of the introduced bill with changes. Provides that the State shall not expend or invest any public funds in any organization, nonprofit organization, religious organization, or any other entity to be used for conversion therapy. Provides that any contract between the State and that organization shall be void to the extent that the contract is used or will be used for conversion therapy. Defines "conversion therapy".

SYNOPSIS AS INTRODUCED:
30 ILCS 105/50 new

Amends the State Finance Act. Provides that the State shall not expend or invest any public funds in any organization, nonprofit organization, religious organization, or any other entity that performs conversion therapy. Provides that any public funds owed by the State to an organization performing conversion therapy shall be withheld from such organization, and any contract between the State and that organization shall be void.

1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5Section 50 as follows:
6 (30 ILCS 105/50 new)
7 Sec. 50. Conversion therapy funds prohibited.
8Notwithstanding any provision of law to the contrary, the
9State shall not expend or invest any public funds in any
10organization, nonprofit organization, religious organization,
11or any other entity that performs conversion therapy. Any
12public funds owed by the State to an organization performing
13conversion therapy as of the effective date of this amendatory
14Act of the 103rd General Assembly shall be withheld from such
15organization, and any contract between the State and that
16organization shall be void.
