Bill Title: Amends the Illinois Horse Racing Act of 1975. Provides that, in addition to certain charitable contributions to non-profit organizations that provide medical and family, counseling, and similar services to persons who reside or work on the backstretch of Illinois racetracks, organization licensees shall provide funding for no less than one Automated External Defibrillator (AED) to be placed in the paddock of their racing facilities and no less than one AED to be placed in the barn area of their racing facilities. Requires that the AEDs be accessible at all times to industry workers. Provides that qualified charitable organizations receiving the charitable contributions shall provide annual AED training, in English and Spanish, to horsemen and racetrack personnel. Requires the Board to conduct periodic checks on the AEDs and notify organization licensees to replace or repair them as needed. Effective immediately.

1 AN ACT concerning gaming.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Horse Racing Act of 1975 is amended
5by adding Section 31.2 as follows:
6 (230 ILCS 5/31.2 new)
7 Sec. 31.2. Automated external defibrillators. Organization
8licensees shall make available no less than 2 automated
9external defibrillators (AEDs) that are operational and
10accessible when backstretch workers are present at their racing
11facilities. At least one AED shall be placed in the paddock of
12their racing facilities. At least one AED shall be placed on
13the backstretch of their racing facilities.
