Bill Title: Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that for the duration of a road construction project, the Department of Transportation shall erect signage directing the public to each business impacted by the construction project. Provides that the signage shall: (1) inform the public that the business is open and accessible; and (2) direct the public to alternative places and routes for parking. Provides that the Department shall adopt rules to implement the new provisions.

1 | AN ACT concerning transportation.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:

4 | Section 5. The Department of Transportation Law of the
| ||||||
5 | Civil Administrative Code of Illinois is amended by changing | ||||||
6 | Section 2705-605 as follows:

7 | (20 ILCS 2705/2705-605) | ||||||
8 | Sec. 2705-605. Construction projects; notification of the | ||||||
9 | public. | ||||||
10 | (a) The Department shall develop and publish a policy for | ||||||
11 | the notification of members of the public prior to the | ||||||
12 | commencement of construction projects which impact their | ||||||
13 | communities. The policy shall include procedures for ensuring | ||||||
14 | that the public is informed of construction projects, excluding | ||||||
15 | emergency projects, which are estimated to require the closure | ||||||
16 | of a street or lane of traffic for a period longer than 5 | ||||||
17 | consecutive business days. The policy shall include procedures | ||||||
18 | for the notification of local public officials and affected | ||||||
19 | businesses of affected communities and shall provide the local | ||||||
20 | public officials the opportunity to request a meeting with the | ||||||
21 | Department prior to the initiation of the closure. | ||||||
22 | (b) The policy shall be completed and published on the | ||||||
23 | Department's Internet website by January 1, 2013.

1 | (c) The Department shall work with affected stakeholders, | ||||||
2 | including residents, businesses, and other community members | ||||||
3 | before and during construction by considering various methods | ||||||
4 | to mitigate and reduce project impacts to better serve those | ||||||
5 | directly impacted by the improvement. Those methods could | ||||||
6 | include, but need not be limited to, detour routing and | ||||||
7 | temporary signage. | ||||||
