Bill Title: Amends the Department of Central Management Services Law of the Civil Administrative Code of the Illinois. Provides that each municipality receiving or using State funds, either partially or fully, for the purposes of municipal projects shall adopt an ordinance or resolution creating diversity and inclusion requirements and goals for all municipal projects of that municipality. Provides that the diversity and inclusion requirements and goals shall, to the extent possible, be no less restrictive than the diversity requirements and goals provided under the Business Enterprise for Minorities, Women, and Persons with Disabilities Act. Provides that for each municipal project funded, either partially or fully, by State funds, the municipality receiving such funds shall submit a diversity and inclusion report to the Department of Central Management Services. Provides that each municipality adopting diversity and inclusion requirements and goals shall also submit an annual report to the Department. Provides for the contents of the reports. Provides for the adoption of rules.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6adding Section 405-535 as follows:
7 (20 ILCS 405/405-535 new)
8 Sec. 405-535. Municipal diversity and inclusion
9requirements; reports.
10 (a) Beginning as soon as practicable after the effective
11date of this amendatory Act of the 102nd General Assembly,
12each municipality receiving or using State funds, either
13partially or fully, for the purposes of municipal projects
14shall adopt an ordinance or resolution creating diversity and
15inclusion requirements and goals for all municipal projects of
16that municipality. The diversity and inclusion requirements
17and goals required under this Section shall, to the extent
18possible, be no less restrictive than the diversity
19requirements and goals provided under the Business Enterprise
20for Minorities, Women, and Persons with Disabilities Act.
21 (b) For each municipal project funded, either partially or
22fully, by State funds, the municipality receiving such funds
23shall submit a diversity and inclusion report to the

1Department. The report shall detail (i) the municipality's
2success in meeting its diversity and inclusion requirements
3and goals for the project, (ii) a summary of the number of
4diverse personnel and contractors employed on the project, and
5(iii) any other relevant information as may be prescribed by
6the Department.
7 (c) Each municipality adopting diversity and inclusion
8requirements and goals under subsection (a) shall also submit
9an annual report to the Department. The annual report shall
10detail (i) the diversity and inclusion requirements and goals
11implemented by the municipality, (ii) information and data on
12diversity goals, and progress toward and plans for achieving
13those goals, and (iii) any other relevant information as may
14be prescribed by the Department.
15 (d) The Department shall adopt all rules necessary for the
16implementation of this Section.
