Bill Title: Amends the Registration and License Fees Article of the Illinois Vehicle Code. Provides a motor vehicle of the first division, other than an autocycle, motorcycle, motor driven cycle, or pedalcycle, that is 5 model years of age or younger shall pay the Secretary of State an annual registration fee of $74 if the vehicle was assembled or manufactured in Illinois.
