Bill Title: Amends the Consumer Installment Loan Act. Provides that in any lawsuit or arbitration to collect a debt, subject to the Act, it is an affirmative defense that the debt is or is partially coerced debt to the plaintiff and the court or arbitrator. Provides that a plaintiff has the burden to disprove the debtor's defense by a preponderance of the evidence. Defines "coerced debt".
