Bill Title: Amends the Article of the Illinois Human Rights Act regarding procedures for the Department of Human Rights under Articles related to employment, financial credit, public accommodations, education, and additional civil rights violations. Deletes language providing that the Department shall conduct a fact finding conference, unless prior to 365 days after the date on which the charge was filed the Director of Human Rights has determined whether there is substantial evidence that the alleged civil rights violation has been committed, the charge has been dismissed for lack of jurisdiction, or the parties voluntarily and in writing agree to waive the fact finding conference. Provides instead that the Department may conduct a fact finding conference.
