Bill Title: Amends the Unified Code of Corrections. Reinserts the provisions of the introduced bill. Provides that, except for parole review of persons under the age of 21 at the time of the commission of an offense, no person serving a term of natural life imprisonment may be paroled or released except through executive clemency. Provides that for all parole proceedings, the Prisoner Review Board, no less than 15 days in advance of a person's scheduled parole hearing, shall send by certified mail notice of the parole hearing's place, date, and approximate time to: (1) the State's Attorney of the county where a person eligible for parole was convicted; (2) the victim of the crime for which the person eligible for parole was convicted, if not deceased; and (3) the victim's family. Provides that these provisions are in addition to the provisions that apply to notifications to State's Attorneys' offices, victims, and victims' families under other laws of the State. Provides that not less than 12 months prior to the parole review hearing, the Prisoner Review Board shall by certified mail provide notification to the State's Attorney of the county from which the person was committed and by certified mail written notification to the victim or family of the victim of the scheduled hearing place, date, and approximate time. Changes the effective date of the Act from immediate to July 1, 2024.
