Bill Title: Amends the Illinois Lottery Law. Requires the Department of the Lottery to offer a special instant scratch-off game to fund adult education. Requires the net revenue from that game to be deposited into the Adult Education Fund and all moneys in the Fund to be appropriated to the Secretary of State for grants to entities operating adult education and literacy programs. Authorizes the Department to adopt rules necessary to implement and administer the game. Amends the State Finance Act to create the Adult Education Fund as a special fund in the State treasury.
