Bill Title: Amends the Post-Judgment Article of the Code of Civil Procedure. Provides that a movant may present a meritorious claim for relief from a final order or judgment if the allegations in the petition establish, by a preponderance of the evidence, that the law under which the movant was convicted has been held by the Supreme Court of the State or the United States Supreme Court to be facially unconstitutional.
