Summary
Amends the Illinois Procurement Code. Provides that when a State contract for electronic data processing is to be awarded to the lowest responsible bidder, an otherwise qualified bidder who will fulfill the contract by employing exclusively Illinois residents shall be given a preference over other bidders unable or unwilling to do so, so long as the total contract price in the bid of the bidder who will employ exclusively Illinois residents is no more than 10% greater than the total contract price in the bid of the lowest responsible bidder who is unable or unwilling to do so. Effective July 1, 2014.
