WHEREAS,
known
to
all
as
Jack,
John
Patrick
Kibbie
3
is
retiring
from
the
Senate,
over
five
decades
after
he
4
first
entered
the
Iowa
General
Assembly
as
a
freshman
5
Representative;
and
6
WHEREAS,
in
1960
John
Fitzgerald
Kennedy
was
elected
7
President
of
the
United
States,
and
a
young
Palo
Alto
8
farmer
and
Korean
War
veteran,
Jack
Kibbie,
was
elected
9
to
the
Iowa
House
of
Representatives;
and
10
WHEREAS,
young
Jack
served
four
years
in
the
House
11
of
Representatives
and
four
years
in
the
Senate
before
12
returning
to
the
farm,
and
during
that
tenure
was
the
13
chief
architect
of
Iowa’s
community
college
system
and
14
floor
manager
of
the
bill
to
establish
that
system;
and
15
WHEREAS,
that
service
is
today
memorialized
with
16
the
John
P.
“Jack”
Kibbie
Outstanding
Service
Award
17
annually
given
to
up
to
three
Iowa
Lakes
Community
18
College
graduating
students
to
acknowledge
their
19
leadership
and
contributions;
and
20
WHEREAS,
in
1989
Jack
Kibbie
returned
to
the
21
Iowa
Senate,
and
in
2008
he
was
elected
to
his
22
seventh
term,
representing
all
or
portions
of
Emmet,
23
Humboldt,
Kossuth,
Palo
Alto,
Pocahontas,
and
Webster
24
counties;
and
25
WHEREAS,
Senator
Kibbie
has
served
on
a
wide
26
variety
of
standing
committees,
recently
including
the

Agriculture,
Education,
Ethics
(Chair),
Government

and
the
Public

Retirement
Systems
Committee
(Co-Chair);
and

WHEREAS,
perhaps
his
greatest
honor
occurred

when
his
Senate
colleagues
elected
Senator
Kibbie

as
the
presiding
officer
of
the
Senate,
serving
as
13
Co-President
of
the
Senate
in
2005
and
2006
and
as
14
President
of
the
Senate
from
2007
through
2012,
making
15
Senator
Kibbie
the
longest
serving
President
of
the
16
Senate;
and
17
WHEREAS,
Senator
Kibbie
has
been
recognized
for
his
18
long-time
support
for
education
in
general
and
for
19
his
advocacy
for
community
colleges
in
particular
by
20
the
Iowa
State
Education
Association;
with
a
“Friend
21
of
RECs
Award”
from
the
Iowa
Association
of
Electric
22
Cooperatives;
as
a
“Biodiesel
Champion”
by
the
Iowa
23
Biodiesel
Board;
with
appreciation
for
his
support
for
24
the
Iowa
State
University
Community
College
Leadership
25
Program;
as
a
“Lifetime
Champion
of
Renewable
Fuels”
26
by
the
Iowa
Renewable
Fuels
Association;
and
for
his
27
support
of
“The
Troopers
Memorial
Highways”
by
the
28
Iowa
State
Patrol;
and
has
received
countless
other

accolades
for
his
service,
civility,
and
dedication
in

Iowans;

Senate

service,
and

him
