1.
DEPARTMENT

APPROPRIATION
——
NATIONAL
CEMETERY
INFRASTRUCTURE
IMPROVEMENTS.

1.
There
is
appropriated
from
the
general
fund
of
the
3
state
to
the
department
of
transportation
for
the
fiscal
year
4
beginning
July
1,
2023,
and
ending
June
30,
2024,
the
following
5
amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
6
purposes
designated:

To
award
grants
to
support
infrastructure
improvement
8
projects
for
the
benefit
of
cemeteries
within
this
state
9
designated
as
a
national
cemetery
by
the
national
cemetery
10
administration
of
the
United
States
department
of
veterans
11
affairs
and
located
in
a
county
with
a
population
of
less
12
than
40,000
according
to
the
2020
federal
decennial
census,
13
including
constructing
and
resurfacing
roads,
maintaining
14
and
constructing
sidewalks,
implementing
and
improving
sewer
15
systems
and
storm
water
drainage
systems,
and
enhancing
access
16
to
the
cemetery
for
persons
with
disabilities:

Moneys
appropriated
and
awarded
under
this
section
may

be
awarded
and
used,
as
applicable,
to
support
infrastructure

projects
within
a
national
cemetery,
and
to
improve
21
infrastructure
leading
to
or
otherwise
connecting
to
the
22
infrastructure
at
a
national
cemetery.

3.
Notwithstanding
section
8.33,
moneys
appropriated
in
24
this
section
that
remain
unencumbered
or
unobligated
at
the
25
close
of
the
fiscal
year
shall
not
revert
but
shall
remain
26
available
for
expenditure
for
the
purposes
designated
until
the
27
close
of
the
fiscal
year
that
begins
July
1,
2026.
28
Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
29
importance,
takes
effect
upon
enactment.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
appropriates
$1
million
from
the
general
fund
of
34
the
state
to
the
department
of
transportation
(DOT)
for
FY

designated

as
a
national
cemetery
by
the
national
cemetery
administration

(NCA)
of
the
United
States
department
of
veterans
affairs
and
4
located
in
a
county
with
a
population
of
less
than
40,000,
5
including
constructing
and
resurfacing
roads,
maintaining
6
and
constructing
sidewalks,
implementing
and
improving
sewer
7
systems
and
storm
water
drainage
systems,
and
enhancing
8
access
to
the
cemetery
for
persons
with
disabilities.
A
9
recipient
of
the
awarded
moneys
may
use
the
moneys
to
support
10
infrastructure
projects
within
a
national
cemetery,
and
to
11
improve
infrastructure
leading
to
or
otherwise
connecting
to
12
the
infrastructure
at
a
national
cemetery.
13
The
NCA
is
responsible
for
the
administration
of
national
14
cemeteries,
and
is
authorized
to
designate
a
cemetery
as
a
15
national
cemetery.
The
administration
operates
155
national
16
cemeteries
and
34
soldiers’
lots
and
monument
sites
in
42
17
states
and
Puerto
Rico.
