H.F. _____ Section 1. Section 331.424A, subsection 7, unnumbered 1 paragraph 1, Code 2014, is amended to read as follows: 2 Notwithstanding subsection 5 , for the fiscal years beginning 3 July 1, 2013, and July 1, 2014, and July 1, 2015, county 4 revenues from taxes levied by the county and credited to 5 the county services fund shall not exceed the lower of the 6 following amounts: 7 Sec. 2. Section 426B.3, subsection 1, Code 2014, is amended 8 to read as follows: 9 1. For the fiscal years beginning July 1, 2013, and July 1, 10 2014, and July 1, 2015, the state and county funding for the 11 mental health and disability services administered or paid for 12 by counties shall be provided based on a statewide per capita 13 expenditure target amount computed in accordance with this 14 section and section 331.424A . 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill extends the duration of county mental health and 19 disabilities services fund per capita levy provisions. 20 Code section 331.424A, relating to the county mental health 21 and disability services funds and levies, is amended. The 22 requirement for counties to levy using a $47.28 base per capita 23 amount or the county’s base year expenditures, whichever dollar 24 amount is less, applies only for FY 2013-2014 and FY 2014-2015. 25 The bill extends this requirement through FY 2015-2016. 26 Code section 426B.3, relating to per capita funding for 27 county services funds, is amended.
