H.F. 7 Section 1. INSTITUTIONS OF HIGHER EDUCATION GOVERNED BY THE 1 STATE BOARD OF REGENTS —— REQUIRED REPORTS. 2 1. By February 27, 2023, the state university of Iowa, in 3 consultation with the state board of regents, shall submit a 4 report to the general assembly defining with specificity all 5 of the following concepts and terms which are used in courses 6 related to education that are offered by the university: 7 a. Teaching with a humanizing orientation. 8 b. Education core pursuits that center equity. 9 c. Peacebuilding. 10 d. Reflective professionals. 11 e. Authentic formative assessment for economically, 12 academically, culturally, racially, and linguistically diverse 13 children. 14 f. Diverse perspectives in United States history. 15 g. Inquiry-based. 16 h. Global competence education. 17 i. Teaching for prejudice reduction. 18 j. Education for informed and responsible global 19 citizenship. 20 k. Critical media literacy. 21 l. Culturally responsive classroom. 22 m. Anti-oppressive literature instruction. 23 n. Anti-racist and anti-oppressive teaching and learning. 24 o. Support for educators committed to critical pedagogy and 25 anti-racist and anti-oppressive education. 26 p. Equitable and democratic education. 27 q. How education is never neutral. 28 r. By February 27, 2023, the Iowa state university of 8 science and technology, in consultation with the state board of 9 regents, shall submit a report to the general assembly defining 10 with specificity all of the following concepts and terms which 11 are used in courses related to education that are offered by 12 the university: 13 a. Equity of access to education. 14 b. Competing purposes of education. 15 c. Social justice orientation to teaching. 16 d. Philosophies of classroom management that provide 17 equitable learning opportunities for students in culturally 18 affirming ways. 19 e. Culturally relevant teaching in prekindergarten through 20 grade twelve. 21 f. Curriculum transformation and social action in 22 prekindergarten through grade twelve. 23 g. Awareness and nature of social justice in relation to the 24 educational system. 25 h. Exploration of justice in education at the levels of 26 self, teaching, and systems. 27 i. Cultural competence. 28 j. Equitable science teaching. 29 k. Multicultural and social justice focus on Iowa history. 30 l. Placing an emphasis on providing equity and 31 justice-oriented social studies learning experiences. 32 m. Equitable pedagogies. 33 n. Equitable teaching practices. 34 o. By February 27, 2023, the university of northern Iowa, in 1 consultation with the state board of regents, shall submit a 2 report to the general assembly defining with specificity all 3 of the following concepts and terms which are used in courses 4 related to education that are offered by the university: 5 a. Infant and toddler curriculum. 6 b. Recent or current trends in curriculum. 7 c. Advocating for inclusive programs for children ages 8 birth through eight. 9 d. Inclusive early childhood classroom. 10 e. Current understandings of race, ethnicity, culture, and 11 socioeconomic status. 12 f. Unifying themes. 13 g. Children’s literature for diversity and social justice. 14 h. Ideological, cultural, and sociopolitical issues in 15 children’s literature. 16 i. Current models of curriculum development. 17 j. School library curriculum development. 18 Sec. 2. INTERIM STUDY COMMITTEE —— PRACTITIONER PREPARATION 19 PROGRAMS. 20 1. The legislative council is requested to establish an 21 interim study committee during the 2023 legislative interim 22 to study the program planning for degrees in the colleges of 23 education of the institutions of higher education governed 24 by the state board of regents and the curriculum necessary 25 for completing a degree in elementary education, secondary 26 education, or any other major within the institutions’ colleges 27 of education. 28 2. The interim study committee shall consist of the 29 following members: 30 a. The chairperson of the committee on education in the 31 senate. 32 b. The chairperson of the committee on education in the 33 house of representatives. 34 c. Two members of the senate appointed by the majority 35 -3- LSB 1680YH (3) 90 jda/jh 3/ 5
H.F. 7 leader of the senate. 1 d. Two members of the house of representatives appointed by 2 the speaker of the house of representatives. 3 3. The interim study committee shall submit a final report, 4 including findings and recommendations for policy changes, to 5 the general assembly by December 31, 2023. 6 Sec. 3. EFFECTIVE DATE. This Act, being deemed of immediate 7 importance, takes effect upon enactment. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill relates to institutions of higher education 12 governed by the state board of regents, including requiring the 13 institutions to submit reports to the general assembly related 14 to terms associated with courses offered by institutions’ 15 colleges of education and establishing an interim study 16 committee to evaluate practitioner preparation programs offered 17 by the institutions. 18 The bill requires the institutions to submit reports to 19 the general assembly by February 27, 2023, defining with 20 specificity certain specified concepts and terms which are 21 used in courses related to education that are offered by the 22 institutions. 23 The bill requests that the legislative council establish an 24 interim study committee during the 2023 legislative interim 25 to study the program planning for degrees in the colleges of 26 education of the institutions and the curriculum necessary 27 for completing a degree in elementary education, secondary 28 education, or any other major within the institutions’ colleges 29 of education. 30 The bill provides that the interim study committee shall 31 consist of the chairperson of the committee on education in the 32 senate, the chairperson of the committee on education in the 33 house of representatives, two members of the senate appointed 34 by the majority leader of the senate, and two members of the 35 -4- LSB 1680YH (3) 90 jda/jh 4/ 5
