  1  2                          FY 2015=2016
  1  3    Section 1.  ROAD USE TAX FUND.  There is appropriated
  1  4 from the road use tax fund created in section 312.1 to the
  1  5 department of transportation for the fiscal year beginning July
  1  6 1, 2015, and ending June 30, 2016, the following amounts, or
  1  7 so much thereof as is necessary, to be used for the purposes
  1  8 designated:
  1  9    1.  For the payment of costs associated with the production
  1 10 of driver's licenses, as defined in section 321.1, subsection
  1 11 20A:

  1 13    Notwithstanding section 8.33, moneys appropriated in this
  1 14 subsection that remain unencumbered or unobligated at the close
  1 15 of the fiscal year shall not revert but shall remain available
  1 16 for expenditure for the purposes specified in this subsection
  1 17 until the close of the succeeding fiscal year.

  5  6    Sec. 3.  ROAD USE TAX FUND.  There is appropriated from the

  5  8 transportation for the fiscal year beginning July 1, 2016, and
  5  9 ending June 30, 2017, the following amounts, or so much thereof
  5 10 as is necessary, to be used for the purposes designated:
  5 11    1.  For the payment of costs associated with the production
  5 12 of driver's licenses, as defined in section 321.1, subsection
  5 13 20A:

  5 15    Notwithstanding section 8.33, moneys appropriated in this

  8 33 but shall remain available for expenditure for the purposes
  8 34 designated until the close of the fiscal year that ends
  8 35 three years after the end of the fiscal year for which the
  9  1 appropriation was made. However, if the project or projects
  9  2 for which such appropriation was made are completed in an
  9  3 earlier fiscal year, unencumbered or unobligated moneys shall
  9  4 revert at the close of that same fiscal year.
  9  5                           EXPLANATION
  9  6 The inclusion of this explanation does not constitute agreement with
  9  7 the explanation's substance by the members of the general assembly.
  9  8    This bill makes and limits appropriations for FY 2015=2016
  9  9 and FY 2016=2017 from the road use tax fund and the primary
  9 10 road fund to the department of transportation.
  9 11    FY 2015=2016. Appropriations from the road use tax fund
  9 12 include appropriations for driver's license production
  9 13 costs, operations, planning, motor vehicles, performance
  9 14 and technology, utility services provided by the department
  9 15 of administrative services, unemployment and workers'
  9 16 compensation, indirect cost recoveries, audits, county issuance
  9 17 of driver's licenses and vehicle registration and titling,
  9 18 participation in the Mississippi river parkway commission,
  9 19 the traffic and criminal software program and the mobile
  9 20 architecture and communications handling program, and motor
  9 21 vehicle division field facility maintenance projects.
  9 22    Appropriations from the primary road fund include
  9 23 appropriations for operations, planning, highways, motor
  9 24 vehicles, performance and technology, utility services provided
  9 25 by the department of administrative services, unemployment
  9 26 and workers' compensation, hazardous waste disposal, indirect
  9 27 cost recoveries, audits, inventory and equipment replacement,
  9 28 utility projects, roofing projects, heating and cooling
  9 29 improvements, deferred maintenance at field facilities,
  9 30 maintenance projects at rest area facilities throughout the
  9 31 state, improvements related to compliance with the federal
  9 32 Americans with Disabilities Act to facilities throughout the
  9 33 state, the replacement and upgrade of the fire protection
  9 34 system at the complex in Ames, and the replacement of the
  9 35 Muscatine/Wapello combined facility.
 10  1 FY 2016=2017. Appropriations from the road use tax fund
 10  2 include appropriations for driver's license production

 10 23 facilities throughout the state, and the replacement of the
 10 24 Mount Pleasant/Fairfield combined facility.
