  2    of individuals with stroke.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  NEW SECTION.  135.191  Stroke care == continuous
  1  2 quality improvement.
  1  3    1.  The department and the university of Iowa college of
  1  4 public health, department of epidemiology, shall coordinate
  1  5 efforts to  achieve continuous quality improvement in the care
  1  6 provided for persons with stroke as follows:
  1  7    a.  Maintain a statewide stroke database that compiles
  1  8 information and statistics on stroke care which align with
  1  9 nationally recognized stroke consensus metrics.
  1 10    b.  Utilize a nationally recognized data set platform with
  1 11 confidentiality standards consistent with federal and state law
  1 12 and other health information and data collection, storage, and
  1 13 sharing requirements of the department.
  1 14    c.  Coordinate with national voluntary health organizations
  1 15 involved in stroke care quality improvement to avoid
  1 16 duplication and redundancy.
  1 17    d.  Require nationally certified comprehensive stroke
  1 18 centers and nationally certified primary stroke centers, and
  1 19 encourage nationally certified acute stroke=ready hospitals and
  1 20 emergency medical services agencies, to report data consistent
  1 21 with nationally recognized guidelines on the treatment of
  1 22 individuals with confirmed cases of stroke within the state.
  1 23    2.  All data and information collected under this section
  1 24 shall be made available to the Iowa stroke task force to
  1 25 facilitate a collaborative, inclusive statewide stroke care
  1 26 system and to identify evidence=based practices to guide
  1 27 prevention, acute care, recovery, and rehabilitation efforts
  1 28 in order to produce measurable improvements in outcomes for
  1 29 persons with stroke.
  1 30                           EXPLANATION
  1 31 The inclusion of this explanation does not constitute agreement with
  1 32 the explanation's substance by the members of the general assembly.
  1 33    This bill requires the department of public health (DPH) and
  1 34 the university of Iowa college of public health, department
  1 35 of epidemiology, to coordinate efforts to achieve continuous
  2  1 quality improvement in the care of persons with stroke. These
  2  2 efforts include maintaining a statewide stroke database that
  2  3 compiles information and statistics on stroke care which
  2  4 align with nationally recognized stroke consensus metrics;
  2  5 utilizing a nationally recognized data set platform with
  2  6 confidentiality standards consistent with federal and state
  2  7 law and other health information and data collection, storage,
  2  8 and sharing requirements of the department; coordinating with
  2  9 national voluntary health organizations involved in stroke care
  2 10 quality improvement to avoid duplication and redundancy; and

  2 17    The bill also directs that all data and information
  2 18 collected under the bill be made available to the Iowa stroke
  2 19 task force to facilitate a collaborative, inclusive stroke
  2 20 care system to produce measurable improvements in outcomes for
  2 21 persons with stroke.
