H.F. 2488 Section 1. Section 256I.4, Code 2020, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 20. Establish and administer the child care 3 workforce state matching grants program and fund pursuant to 4 section 256I.14. 5 Sec. 2. NEW SECTION . 256I.14 Child care workforce state 6 matching grants program and fund. 7 1. As used in this section, unless the context otherwise 8 requires: 9 a. “Fund” means the child care workforce state matching 10 grants fund. 11 b. “Program” means the child care workforce state matching 12 grants program. 13 2. a. A child care workforce state matching grants fund 14 is created in the state treasury under the control of the 15 state board and consists of any moneys appropriated by the 16 general assembly and any other moneys available and obtained 17 or accepted by the state board for placement in the fund. The 18 fund shall be used to provide matching state grants to eligible 19 communities under the program. The state board shall use any 20 moneys specifically appropriated for purposes of this section 21 only for the purposes of this section. 22 b. Notwithstanding section 8.33, moneys in the fund at the 23 end of each fiscal year shall not revert to any other fund 24 but shall remain in the fund for expenditures for subsequent 25 fiscal years. Notwithstanding section 12C.7, subsection 2, 26 interest or earnings on moneys in the fund shall accrue to the 27 state board and shall be used for purposes of this section. 28 All repayments, payments of interest, or recaptures of grants 29 provided under this section shall accrue to the state board and 30 shall be used for purposes of this section. 31 c. The state board shall use not more than five percent of 32 the moneys in the fund at the beginning of the fiscal year for 33 purposes of administrative costs, marketing, and other program 34 support. 35 -1- LSB 5648HV (2) 88 ko/jh 1/ 3

The state board shall establish a child care workforce 1 state matching grants program to provide matching state grants, 2 on a dollar-for-dollar basis, to eligible communities that 3 provide funding for the child care WAGE$ Iowa program, the 4 teacher education and compensation helps scholarship program, 5 or other child care workforce strategies. 6 4. A community seeking a matching state grant under the 7 program shall apply to the state board pursuant to rules 8 adopted by the department and the state board. 9 5. The department and the state board shall adopt rules 10 pursuant to chapter 17A to implement and administer this 11 section. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill establishes a child care workforce state matching 16 grants program and fund administered by the early childhood 17 Iowa state board to award matching state grants to eligible 18 communities. 19 A child care workforce state matching grants fund (fund) 20 is created in the state treasury under the control of the 21 early childhood Iowa state board (board) and consists of any 22 moneys appropriated by the general assembly and any other 23 moneys available and obtained or accepted by the board for 24 placement in the fund. The fund is to be used to provide 25 matching state grants under the child care workforce state 26 matching grants program (program) to communities that provide 27 funding for the child care WAGE$ Iowa program, the teacher 28 education and compensation helps scholarship program, or other 29 child care workforce strategies. The board must use any moneys 30 specifically appropriated for the program only for the purposes 31 of the program. 32 Moneys in the fund at the end of each fiscal year do 33 not revert to any other fund but remain in the fund for 34 expenditures for subsequent fiscal years. All repayments, payments of interest, 2 or recaptures of grants provided under the program accrue to 3 the board and must be used for purposes of the program. 4 The board cannot use more than 5 percent of the moneys in 5 the fund at the beginning of the fiscal year for purposes of 6 administrative costs, marketing, and other program support. 7 A community seeking a matching state grant under the program 8 must apply to the board pursuant to rules adopted by the 9 department of management and the board.
