Section
1.
Section
256I.4,
Code
2020,
is
amended
by
adding

the
following
new
subsection:

As
used
in
this
section,
unless
the
context
otherwise
8
requires:
9
a.
“Fund”
means
the
child
care
workforce
state
matching
10
grants
fund.
11
b.
“Program”
means
the
child
care
workforce
state
matching
12
grants
program.
13
2.
a.
A
child
care
workforce
state
matching
grants
fund
14
is
created
in
the
state
treasury
under
the
control
of
the
15
state
board
and
consists
of
any
moneys
appropriated
by
the
16
general
assembly
and
any
other
moneys
available
and
obtained
17
or
accepted
by
the
state
board
for
placement
in
the
fund.
The
18
fund
shall
be
used
to
provide
matching
state
grants
to
eligible
19
communities
under
the
program.
The
state
board
shall
use
any
20
moneys
specifically
appropriated
for
purposes
of
this
section
21
only
for
the
purposes
of
this
section.

b.
Notwithstanding
section
8.33,
moneys
in
the
fund
at
the
23
end
of
each
fiscal
year
shall
not
revert
to
any
other
fund
24
but
shall
remain
in
the
fund
for
expenditures
for
subsequent
25
fiscal
years.
Notwithstanding
section
12C.7,
subsection
2,
26
interest
or
earnings
on
moneys
in
the
fund
shall
accrue
to
the
27
state
board
and
shall
be
used
for
purposes
of
this
section.

All
repayments,
payments
of
interest,
or
recaptures
of
grants
29
provided
under
this
section
shall
accrue
to
the
state
board
and
30
shall
be
used
for
purposes
of
this
section.
31
c.
The
state
board
shall
use
not
more
than
five
percent
of
32
the
moneys
in
the
fund
at
the
beginning
of
the
fiscal
year
for
33
purposes
of
administrative
costs,
marketing,
and
other
program

support.

The
state
board
shall
establish
a
child
care
workforce

state
matching
grants
program
to
provide
matching
state
grants,
2
on
a
dollar-for-dollar
basis,
to
eligible
communities
that
3
provide
funding
for
the
child
care
WAGE$
Iowa
program,
the
4
teacher
education
and
compensation
helps
scholarship
program,
5
or
other
child
care
workforce
strategies.

A
community
seeking
a
matching
state
grant
under
the
7
program
shall
apply
to
the
state
board
pursuant
to
rules
8
adopted
by
the
department
and
the
state
board.

5.
The
department
and
the
state
board
shall
adopt
rules
10
pursuant
to
chapter
17A
to
implement
and
administer
this
11
section.

This
bill
establishes
a
child
care
workforce
state
matching

grants
program
and
fund
administered
by
the
early
childhood

Iowa
state
board
to
award
matching
state
grants
to
eligible

communities.

A
child
care
workforce
state
matching
grants
fund
(fund)
20
is
created
in
the
state
treasury
under
the
control
of
the
21
early
childhood
Iowa
state
board
(board)
and
consists
of
any
22
moneys
appropriated
by
the
general
assembly
and
any
other
23
moneys
available
and
obtained
or
accepted
by
the
board
for
24
placement
in
the
fund.
The
fund
is
to
be
used
to
provide
25
matching
state
grants
under
the
child
care
workforce
state
26
matching
grants
program
(program)
to
communities
that
provide
27
funding
for
the
child
care
WAGE$
Iowa
program,
the
teacher

and

helps

program,
or
other

The
board
must
use
any
