Section
1.
Section
237A.3A,
subsection
3,
Code
2020,
is
1
amended
by
adding
the
following
new
paragraph:

NEW
PARAGRAPH
.
f.
The
department
shall
adopt
rules
to
3
allow
registered
child
development
homes
providing
care
to
4
school-aged
children
to
exceed
the
child-to-staff
ratio
for
5
school-aged
children
when
a
school-aged
child’s
school
starts
6
late,
is
dismissed
early,
or
is
canceled
due
to
inclement
7
weather
or
structural
damage
regardless
of
whether
the
8
child
development
home
provider
is
able
to
be
assisted
by
a
9
department-approved
assistant
or
co-provider,
provided
the
10
child
is
currently
enrolled
at
the
registered
child
development
11
home
and
the
registered
child
development
home
does
not
exceed
12
the
child
development
home’s
registration
capacity.

inclusion

this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance

the
members

the
general
assembly.

This
bill
establishes
an
exception
to
the
number
of
children

allowed
to
be
present
for
child
care
at
any
one
time
in
a
child
18
development
home
under
certain
conditions.

The
bill
directs
the
department
of
human
services
to
adopt
20
rules
allowing
registered
child
development
homes
providing
21
care
to
school-aged
children
to
exceed
the
child-to-staff
ratio
22
when
a
school-aged
child’s
school
starts
late,
is
dismissed
23
early,
or
is
canceled
due
to
inclement
weather
or
structural
24
damage.
The
child
must
already
be
enrolled
at
the
child
25
development
home,
and
the
number
of
children
present
cannot
26
exceed
the
child
development
home’s
registration
capacity.
