EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
allows
a
current
resident
identification
card

issued
by
the
Iowa
veterans
home
to
be
used
as
a
voter
14
identification
card
for
the
purposes
of
registering
to
vote
on
15
election
day,
if
such
card
contains
the
person’s
photograph
and
16
a
valid
expiration
date,
and
as
proof
of
identity
and
residence
17
before
casting
a
ballot.
