SENATE RESOLUTION
REQUESTING THE DEPARTMENT OF EDUCATION TO CONVENE A WORKING GROUP TO REVIEW AFTERSCHOOL PROGRAMS IN HAWAII'S PUBLIC SCHOOLS AND TO ESTABLISH AN AFTERSCHOOL PROGRAM ADVISORY COUNCIL.
WHEREAS, according to the Afterschool Alliance, fifteen million children across the United States are alone and unsupervised after school; and
WHEREAS, according to the Afterschool Alliance, for every Hawaii student in an afterschool program, one more would participate if space in a program were available, and in Hawaii, 54,184 students are enrolled in afterschool programs, 59,057 are waiting for an available program, and 36,474 are alone and unsupervised after school; and
WHEREAS, approximately 4,645 children in Hawaii are homeless and can benefit from a safe and structured out-of-school environment; and
WHEREAS, approximately seventy-four percent of all children in Hawaii are raised by working families; and
WHEREAS, afterschool programs are effective because they enrich students' experiences outside of school, while also improving their attendance, grades, and behavior in school, and at the same time allow working parents to continue working during afterschool hours; and
WHEREAS, quality afterschool programs generate significant returns on investment for society as a whole; and
WHEREAS, afterschool programs help young people build skills they need to succeed in the workplace, help them get ready for college and a career, and spark passion and fuel imagination; and
WHEREAS, at a time when middle- and low-income families and communities are struggling financially and students are falling behind academically, afterschool programs are needed now more than ever; and
WHEREAS, House Concurrent Resolution No. 137, S.D. 2, Regular Session of 2016, requested the Department of Education to convene a working group with various stakeholders to review afterschool programs in Hawaii's public middle and intermediate schools and report its findings and recommendations to the 2017 Legislature; and
WHEREAS, the working group met four times in the latter half of 2016, under the facilitation of the Department of Education's Community Engagement Office, and averaged twenty to thirty attendees at each meeting due to the high interest of the stakeholders; and
WHEREAS, the working group produced its final report to the legislature in December 2016 and recommended that the working group continue to meet for an additional three years to further its work; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Department of Education is requested to convene a working group to review afterschool programs in Hawaii's public schools; and
BE IT FURTHER RESOLVED that the Department of Education is requested to convene the working group no later than July 1, 2018; and
BE IT FURTHER RESOLVED that the working group's review of afterschool programs include:
(1) A timeline and inventory of existing afterschool programs in public schools;
(2) Data regarding current levels of costs, funding sources, and student participation of existing afterschool programs in public schools;
(3) Recommendations on improving the availability, quality, and coordination of afterschool programs in public schools;
(4) Recommendations on how collaboration can be promoted between agencies and stakeholders providing afterschool programs in Hawaii;
(5) The development of efficient and collaborative ways to address funding, logistics, and outcomes of providing structured afterschool programs at middle and intermediate schools;
(6) Recommendations on ways to create and implement a common data management system that links participation in afterschool programs to attendance, behaviors, and course marks and that develops common definitions of attendance enrollment and participation, common reporting templates, and aligned timelines;
(7) Recommendations on how to align funding schedules and timelines for afterschool programs with school schedules to improve procurement, implementation, and follow-up processes regarding financial resources;
(8) Recommendations on how to implement Hawaii Afterschool Quality Guidelines in all afterschool programs and align current programs with stated working group assumptions;
(9) Recommendations on ways to leverage program funds to coordinate professional development and training for afterschool program providers and for regular consistent opportunities for site coordinators and staff that will be instituted by the Hawaii Department of Education in partnership with community stakeholders;
(10) Drafting and passing Board of Education policy for afterschool program, and student transportation;
(11) Assessing the progress of the first three years of a statewide initiative overall in improving quality, coordination, availability, funding, and outcomes; and
(12) Further exploring the potential of extramural athletics for middle and intermediate schools; and
BE IT FURTHER RESOLVED that the Superintendent of Education, or the Superintendent's designee, is requested to serve as the chairperson of the working group and to invite the following individuals, or their designees, to be members of the working group:
(1) One representative from the Office of the Lieutenant Governor;
(2) Director of Human Services;
(3) Director of Health;
(4) One elementary school principal;
(5) One middle or intermediate school principal;
(6) One high school principal;
(7) Executive Director of Hawaii P-20 Partnerships for Education;
(8) One representative from the Honolulu Police Department;
(9) One representative of afterschool program providers for elementary schools;
(10) One representative of afterschool program providers for middle or intermediate schools;
(11) One representative of the Hawaii Afterschool Alliance;
(12) One representative of the Chamber of Commerce Hawaii;
(13) Director of the Hui for Excellence in Education;
(14) One representative of the Liliuokalani Trust;
(15) One representative of Kamehameha Schools; and
(16) One representative of the Hawaii State Teachers Association; and
BE IT FURTHER RESOLVED that the Department of Education establish an Afterschool Program Advisory Council within the Department's Community Engagement Office that will support the work of the afterschool working group's findings and recommendations; and
BE IT FURTHER RESOLVED that the Department of Education, on behalf of the working group, is requested to submit the working group's findings and recommendations, including any proposed legislation, to this body no later than twenty days prior to the convening of the Regular Session of 2019; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Lieutenant Governor, Chairperson of the Board of Education, Superintendent of Education, Director of Human Services, Director of Health, Executive Director of Hawaii P-20 Partnerships for Education, Chief of Police of the Honolulu Police Department, Chief Executive Officer of Kamehameha Schools, Director of the Hawaii Afterschool Alliance, President of the Chamber of Commerce Hawaii, Director of the Hui for Excellence in Education, President of the Liliuokalani Trust, and President of the Hawaii State Teacher Association.
