SENATE RESOLUTION

 

 

urging the board of education to restrict any person from applying for the position of superintendent of education if that person was a member of the board of education when the search and hiring process was developed or initiated.

 

 


     WHEREAS, under section 302A-1101(a), Hawaii Revised Statutes, the Board of Education "shall have power in accordance with law to formulate statewide educational policy, adopt student performance standards and assessment models, monitor school success, and appoint the superintendent of education as the chief executive officer of the public school system"; and

 

     WHEREAS, section 302A-1101(b), Hawaii Revised Statutes, provides that "[t]he board shall appoint, and may remove, the superintendent by a majority vote of its members", but does not provide selection criteria for the selection of the Superintendent of Education; and

 

     WHEREAS, the term of the current Superintendent of Education runs through July 2017; and

 

     WHEREAS, the Superintendent of Education's vital role in developing and implementing education policy throughout the State necessitates experience and familiarity with every level of educational administration and process; and

 

     WHEREAS, it is imperative that all applicants for the position of Superintendent of Education be objectively evaluated by the Board of Education, and it is critically important that the search and hiring process conducted by the Board of Education is fair and thorough; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Board of Education is urged to restrict any person from applying for the position of Superintendent of Education if that person was a member of the Board of Education while the search and hiring process was developed or initiated; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Chairperson of the Board of Education.
