STATE OF HAWAII

 

 

 

 

 

SENATE RESOLUTION

 

 

URging the department of transportation to require food vendors and concessionaries on state property to sell Hawaii products.

 

 

 


     WHEREAS, the Department of Transportation negotiates hundreds of contracts annually with concession and newsstand operators for all state airport locations and commercial harbors; and

 

     WHEREAS, to the extent that Hawaii may reduce its dependence on purchases of out-of-state products by buying from in-state suppliers, the more it benefits the local economy; and

 

     WHEREAS, section 103D-1002, Hawaii Revised Statutes, requires procurement preferences to be given to Hawaii products, which are defined under section 103D-1001, Hawaii Revised Statutes, as products that are mined, excavated, produced, manufactured, raised, or grown in the State where the input constitutes no less than fifty per cent of the manufactured cost; and

 

     WHEREAS, Act 8, Special Session Laws of Hawaii 2005, established the Hawaii 2050 Sustainability Task Force, which reported one of its foremost concerns to be Hawaii's heavy dependence on external sources for the majority of the State's food products and produce; and

 

     WHEREAS, one of the "Priority actions:  Intermediate steps for the year 2020" of the Hawaii 2050 Sustainability Plan is to increase production and consumption of local foods and products, particularly agriculture; and

 

     WHEREAS, the Department of Transportation, through its authority to negotiate contracts with vendors and concessionaires, is in a position to help ensure Hawaii meets the priority action of increasing production and consumption of locally produced food and products; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Transportation is urged, in its negotiations for newsstand and concession contracts on state properties, to require all vendors selling food products and produce to sell Hawaii products, as defined under section 103D-1001, Hawaii Revised Statutes, to encourage sustainability; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and the Director of Transportation.
