SENATE RESOLUTION
URGING THE UNIVERSITY OF HAWAII SYSTEM'S VICE PRESIDENT FOR BUDGET AND FINANCE TO DEVELOP A PLAN TO REDEVELOP THE LOWER CAMPUS OF THE UNIVERSITY OF HAWAII AT MANOA THROUGH A PUBLIC PRIVATE PARTNERSHIP.
WHEREAS, the lower campus of the University of Hawaii at Manoa has a vast amount of underutilized lands; and
WHEREAS, the University of Hawaii at Manoa Athletics Department is in need of enhanced sports facilities for football and other activities; and
WHEREAS, the University of Hawaii at Manoa Athletics Department is constantly looking for new ideas to better utilize its public spaces and generate more revenue; and
WHEREAS, currently, the Manoa campus is highly composed of commuters, students who do not live on campus and need to commute to and from campus on a daily basis; and
WHEREAS, the Manoa campus has potential to encompass a "live, study, play" concept, similar to a university village or to transitional housing for new graduates starting their professional lives; and
WHEREAS, the redevelopment of the lower campus of the University of Hawaii at Manoa should take a similar approach as the development of the University of Hawaii West Oahu; and
WHEREAS, public private partnerships for redevelopment offer opportunities to minimize the amount of capital the State would otherwise need to provide; and
WHEREAS, public private partnerships also offer opportunities to generate revenue and revitalize the Manoa campus by establishing work force or student housing, areas for commerce and businesses, restaurants, new athletic buildings, fitness centers, and other community resources; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Vice President for Budget and Finance of the University of Hawaii System is urged to develop a plan to redevelop the lower campus of the University of Hawaii at Manoa through a private public partnership; and
BE IT FURTHER RESOLVED that the plan look at ways to encompass a "live, study, play" concept, including but not limited to opportunities for work force or student housing, commerce, and other community resources; and
BE IT FURTHER RESOLVED that the Vice President for Budget and Finance of the University of Hawaii System report to the Legislature findings and recommendations no later than twenty days prior to the convening of the Regular Session of 2019; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the University of Hawaii System and Vice President for Budget and Finance of the University of Hawaii System.
