SENATE RESOLUTION
Encouraging the department of education to promote increased participation by schools in the community emergency response team program.
WHEREAS, community resilience and prompt, effective response to disasters and other civic emergencies is a priority throughout the State; and
WHEREAS, Community Emergency Response Team (CERT) is a federally-sponsored program that helps train people to be better prepared to respond to emergency situations in their communities; and
WHEREAS, the CERT program is administered in Hawaii by the counties; and
WHEREAS, CERT training is freely provided by trained teams of first responders, and includes training in disaster preparedness, disaster fire suppression, basic medical operations, and light search and rescue operations; and
WHEREAS, youths between fourteen and seventeen years of age may attend CERT training with a parent or legal guardian; and
WHEREAS, schools may arrange for CERT training for students, and several high schools in Hawaii have participated in the CERT program; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, that the Department of Education is encouraged to promote increased participation by schools in the Community Emergency Response Team Program; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, Director of Emergency Management of the City and County of Honolulu, Director of the Hawaii County Civil Defense Agency, Emergency Management Officer of the County of Maui, and Fire Chief of the County of Kauai.
