SENATE RESOLUTION

 

 

requesting the governor to establish advance travel quarantine and statewide stay-at-home orders to ensure rapid and effective response to any resurgence of the Coronavirus disease 2019 in Hawaii.

 

 


     WHEREAS, the coronavirus disease 2019 (COVID-19) may continue to endanger the health, safety, and welfare of Hawaii residents and visitors for the foreseeable future; and

 

     WHEREAS, any response to a COVID-19 resurgence requires serious attention, effort, coordination, and sacrifice to avert unmanageable or catastrophic strains on the State's health care system and other industries; and

 

     WHEREAS, both residents and travelers to the State have a vital role in ensuring the effectiveness of a quarantine; and

 

     WHEREAS, any traveler entering the State or traveling between the islands who is unable or refuses to comply with any quarantine restriction related to COVID-19 is a danger to the State's residents and visitors; and

 

     WHEREAS, the current fourteen-day self-quarantine mandate for travelers entering the State and traveling between the islands has been an important means of reducing the spread of COVID-19 and saving lives in the State; and

 

     WHEREAS, as the State begins to relax initial restrictions related to COVID-19, a self-quarantine mandate for travelers and a statewide stay-at-home order that can be deployed swiftly and effectively will be critical to ensure the safety and health of the people of Hawaii in the event of a COVID-19 resurgence; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Governor is requested to establish advance travel quarantine and statewide stay-at-home orders to ensure rapid and effective response to any future resurgence of COVID-19 in the State; and

 

     BE IT FURTHER RESOLVED that any mandatory travel quarantine order is requested to include a requirement that any traveler who is unwilling or unable to comply with the order be subject to mandatory imprisonment or immediate transport back to the traveler's last departure location at the traveler's expense; and

 

     BE IT FURTHER RESOLVED that any travel quarantine order is requested to include both civil and criminal penalties for any person found to be in violation of the order; and

 

     BE IT FURTHER RESOLVED that any travel quarantine order drafted pursuant to this Resolution is requested to include both civil and criminal penalties for any person found guilty of aiding another in violating a travel quarantine order; and

 

     BE IT FURTHER RESOLVED that any statewide stay-at-home order is requested to also include both civil and criminal penalties for any person found to be in violation of the statewide stay-at-home order; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Attorney General, and Adjutant General.
