STATE OF HAWAII

 

 

 

 

 

SENATE RESOLUTION

 

 

Requesting that the governor create a citizen advisory council on federal affairs.

 

 

 


     WHEREAS, federal agencies are major employers in Hawaii, employing postal workers, airport security agents, airport customs agents, correctional officers, law enforcement officers, and others; and

 

     WHEREAS, the United States Military also has a large presence in Hawaii, employing almost twenty thousand civilians and owning or controlling approximately one hundred fifty thousand acres of state land; and

 

     WHEREAS, as host to multiple military bases and federal facilities, the island of Oahu is most strongly impacted by the presence and actions of the federal agencies and United States Military; and

 

WHEREAS, residents of the island of Oahu rarely have an opportunity to provide federal agencies and the military with citizens' perspectives on environmental matters, emergency planning, hiring policies, housing, and other issues that directly affect the residents' health and well-being; and

 

     WHEREAS, more coordination and inclusive discussions are needed between the federal government, state and county governments, and local communities; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Governor is requested to create a Citizen Advisory Council on Federal Affairs; and

 

     BE IT FURTHER RESOLVED that the Governor is requested to invite the following members to participate on the council:

 

     (1)  A representative from each of the neighborhood boards for Pearl City, Halawa, Kailua, Wahiawa, and one other neighborhood, recommended to the Governor by the Mayor of the City and County of Honolulu;

 

     (2)  The Governor's Military Affairs Liaison;

 

     (3)  Representatives from the Board of Energy, University of Hawaii at Manoa, and Department of Health;

 

     (4)  One representative of a Hawaiian cultural organization and one representative of an environmental organization; and

 

     (5)  One representative from the Senate, recommended to the Governor by the President of the Senate; and one representative from the House of Representatives, recommended to the Governor by the Speaker of the House of Representatives; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the members of Hawaii's congressional delegation; Governor; Governor's Military Liaison; President of the Senate; Speaker of the House of Representatives; Chief Energy Officer; President of the University of Hawaii; Director of Health; Mayor of the City and County of Honolulu; and chairpersons and all members of the neighborhood boards for Ewa, Waianae, Kailua, Aiea, and Waimanalo.
