SENATE RESOLUTION

 

 

urging the city and county of honolulu to investigate the environmental impact of the Na pua makani wind project.

 

 


 


     WHEREAS, the residents of Kahuku have contributed to the Hawaii Clean Energy Initiative by hosting First Wind's thirty megawatt Kahuku Wind project, which comprises twelve wind turbines; and

 

     WHEREAS, wind turbines adversely affect the beauty of the landscape, create noise pollution and shadow flicker during the day, and flash red lights throughout each night; and

 

     WHEREAS, numerous residents of Kahuku have expressed strong opposition to the Na Pua Makani Wind project during past environmental impact statement scoping and community meetings; and

 

     WHEREAS, despite community opposition, including protesting, the Hawaiian Electric Company began connecting the Na Pua Makani Wind project's wind turbines to the island of Oahu's electrical grid; and

 

     WHEREAS, in his testimony at a 2020 hearing of the Senate Committee on Energy, Economic Development, and Tourism, the Chief Energy Officer said that there would be "[n]o more future windmills and turbines in Hawaii"; and

 

     WHEREAS, dismantling certain windmills and wind turbines in the City and County of Honolulu will help to protect the livelihood and quality of life for Honolulu families; the natural habitat of Hawaii's endangered species, including the Hawaiian hoary bat; and the environment; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the City and County of Honolulu is urged to investigate the environmental impact of the Na Pua Makani Wind Project; and

 

     BE IT FURTHER RESOLVED that the Public Utilities Commission is urged to require the dismantling of any windmills or wind turbines, whether installed on land or in the ocean, that, by December 31, 2021, are not:

 

     (1)  Producing one hundred percent renewable and green energy;

 

     (2)  Operating at full capacity; or

 

     (3)  Integrated by the Hawaiian Electric Company into the island of Oahu's electrical grid; and

 

     BE IT FURTHER RESOLVED that the Hawaiian Electric Company and all renewable energy companies operating in the City and County of Honolulu are requested to increase public transparency in the companies' respective decision-making processes; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Public Utilities Commission; Chief Energy Officer; Mayor of the City and County of Honolulu; and President and Chief Executive Officer of the Hawaiian Electric Company.
