SENATE CONCURRENT

RESOLUTION

 

 

requesting the convening of a working group to explore the possibility of establishing a charter school that focuses on agricultural business.

 

 


     WHEREAS, for decades the call has been made for more agricultural self-sufficiency for the State to limit the need for importing the produce and commodities that are consumed in the State; and

 

     WHEREAS, with the State's year-round growing season and expanding growth in agricultural technology, agriculture can become a significant economic driver in bringing revenue to the State; and

 

     WHEREAS, educating students about the urgency for growing food locally and providing hands-on learning can spark thought toward social systems that support a sustainable lifestyle; and

 

     WHEREAS, agriculture-related education reconnects students with nature and encourages them to be stewards of the aina; and

 

     WHEREAS, agriculture-related programs have been implemented in numerous schools, including farm to school programs and school gardens; and

 

     WHEREAS, the resources and expertise resident in the College of Education and the College of Tropical Agriculture and Human Resources (notably the extension staff) make the University of Hawaii the ideal entity to convene a working group to explore the possibility of establishing a charter school that focuses on agricultural business; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the University of Hawaii, with the assistance of the College of Tropical Agriculture and Human Resources, the College of Education, or any other necessary University of Hawaii department, is requested to convene a working group to explore the possibility of establishing a charter school that focuses on developing interest in agricultural business; and

 

     BE IT FURTHER RESOLVED that the working group include:

 

     (1)  The President of the University of Hawaii, or the President's designated representative;

 

     (2)  The Dean of the College of Education at the University of Hawaii at Manoa, or the Dean's designated representative;

 

     (3)  The Dean of the College of Tropical Agriculture and Human Resources, University of Hawaii at Manoa, or the Dean's designated representative;

 

     (4)  The Chairperson of the Board of Education, or the Chairperson's designated representative;

 

     (5)  The Chairperson of the Board of Directors of the Hawaii Farm Bureau Federation, or the Chairperson's designated representative;

 

     (6)  The Chairperson of the Board of Agriculture, or the Chairperson's designated representative;

 

     (7)  The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designated representative;

 

     (8)  The Chairperson of the Board of Directors of the Hawaii Agricultural Research Center, or the Chairperson's designated representative;

 

     (9)  The Chairperson of the Board of the Agribusiness Development Corporation, or the Chairperson's designated representative; and

 

    (10)  Working agriculturalists, including agriculturalists from the fields of the seed and high technology sector, cattle and dairy industry, fresh produce and tropical fruit industry, poultry industry, and aquaculture and mariculture industry; and

 

     BE IT FURTHER RESOLVED that the working group is requested to explore:

 

     (1)  A partnership between the charter school and the College of Tropical Agriculture and Human Resources, University of Hawaii at Manoa;

 

     (2)  Potential curriculum, including appropriate technology, science, and business studies; and

 

     (3)  The use of instructional tools such as field trips to farms and the cultivation of garden plots; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii is requested to submit a report of the working group's findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii; the Dean of the College of Education at the University of Hawaii at Manoa; the Chairperson of the Board of Education; the Superintendent of Education; the Chairperson of the Board of Directors of the Hawaii Farm Bureau Federation; the Chairperson of the Board of Agriculture; the Chairperson of the Board of Land and Natural Resources; the Dean of the College of Tropical Agriculture and Human Resources, University of Hawaii at Manoa; the Chairperson of the Board of Agribusiness Development Corporation; and the Chairperson of the Board of Directors of the Hawaii Agricultural Research Center.
