SENATE CONCURRENT

RESOLUTION

 

 

urging Congress to amend TITLE 42 UNITED STATES Code SECTION 16355 and lift the prohibition on the establishment of new national laboratories.

 

 


     WHEREAS, for the past seventy years, the national laboratories have served as the leading institutions for scientific innovation in the United States, spurred on by an outgrowth of immense investment in scientific research initiated by the United States during World War II; and

 

     WHEREAS, the United States Department of Energy's seventeen national laboratories tackle the critical scientific challenges of our time, from combating climate change to discovering the origins of our universe, and possess unique instruments and facilities, many of which are found nowhere else in the world; and

 

     WHEREAS, these national laboratories address large scale, complex research and development challenges with a multidisciplinary approach that places an emphasis on translating basic science and innovation; and

 

     WHEREAS, title 42 United States Code section 16355 states that after August 8, 2005, the Secretary of Energy shall not designate a facility that is not listed in title 42 United States Code section 15801(3) as a national laboratory; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that Congress is urged to amend title 42 United States Code section 16355 and lift the prohibition on the establishment of new national laboratories; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Majority Leader of the United States Senate, Speaker of the United States House of Representatives, and members of the Hawaii congressional delegation.
