SENATE CONCURRENT

RESOLUTION

 

 

Urging the Department of Human Resources Development to establish a new service class for Project Managers under Collective Bargaining unit 13.

 

 


     WHEREAS, the position of project manager is not included under an existing civil servant class or series of government positions; and

 

     WHEREAS, during 2020, the Department of Human Resources Development worked with the Department of Accounting and General Services, Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Department of Transportation to develop an agreed-upon description of a project manager position; and

 

     WHEREAS, no official actions were taken to create a project manager civil servant class or series; and

 

     WHEREAS, the agreed upon salary range of the civil servant class of project manager would follow the salary range for collective bargaining unit 13 (BU13); and

 

     WHEREAS, the salary range for project managers differs from that for Engineers and Architects, whose positions are normally two salary ranges higher than those normally attributed to members of BU13; and

 

     WHEREAS, engineering construction projects are managed by either an engineer or architect; and

 

     WHEREAS, this pay discrepancy would result in project managers being paid less than those they were managing; and

 

     WHEREAS, departments that need a project manager position currently use a civil servant in the General Professional series, which is a generic series for professional work characteristics of BU13, as there is no civil service position class established for project managers; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Department of Human Resources Development is requested to establish a new civil service class for project managers under BU13; and

 

     BE IT FURTHER RESOLVED that the new civil service class use the general project manager position description agreed upon by the Department of Human Resources Development, Department of Accounting and General Services, Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Department of Transportation; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Human Resources Development, Comptroller, Chairperson of the Hawaiian Homes Commission, Chairperson of the Board of Land and Natural Resources, and Director of Transportation.
