SENATE CONCURRENT

RESOLUTION

 

 

requesting the office of planning to convene a multi-agency working group to make recommendations for planning, coordinating, and implementing the objectives and policies for housing in the hawaii state planning act.

 

 


     WHEREAS, the Hawaii State Plan objectives and policies for housing as outlined in section 226-19, Hawaii Revised Statutes, provides that planning for housing shall be directed toward providing greater opportunities for Hawaii's people to secure reasonably priced, safe, sanitary, and livable homes located in suitable environments that accommodate the needs of families and individuals through collaboration and cooperation between government and non-profit and for-profit developers to ensure more rental and for-sale affordable housing; and

 

     WHEREAS, the Hawaii State Plan, as it relates to affordable housing, was amended by Act 82, Session Laws of Hawaii 2017, to meet the housing needs of a broad range of income levels; and

 

     WHEREAS, there are multiple state agencies responsible for housing development in the State; and

 

     WHEREAS, the Office of Planning is, among other duties enumerated in chapter 225M, Hawaii Revised Statutes, charged with improving the efficiency and effectiveness of the operations of the Executive Branch; and

 

     WHEREAS, chapter 225M, Hawaii Revised Statutes, encourages state departments to participate actively in the activities of and cooperate with the Office of Planning; and

 

     WHEREAS, the Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, Hawaii Public Housing Authority, and Office of Planning work closely to coordinate the provision of housing to the extent allowed by constrained resources of urban-designated land, capital, subsidies, incentives, and market demand; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Office of Planning is requested to convene a multi-agency working group, exempt from chapter 92, to make recommendations for planning, coordinating, and implementing the objectives and policies for housing in the Hawaii State Planning Act; and

 

     BE IT FURTHER RESOLVED that the working group include representatives from the Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, Hawaii Public Housing Authority, and Office of Planning; and

 

     BE IT FURTHER RESOLVED that the working group is requested to submit its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Director of the Office of Planning; and Executive Directors of the Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, and Hawaii Public Housing Authority.
