SENATE CONCURRENT

RESOLUTION

 

 

URGING THE CITY AND COUNTY OF HONOLULU TO CELEBRATE THE FIFTIETH ANNIVERSARY OF THE LANIKAI BIKEWAY AND RECOGNIZE THE EFFORTS OF TED RODGERS AND CYNTHIA THIELEN WHO LED THE EFFORTS TO ESTABLISH IT.

 

 

 


     WHEREAS, the Lanikai Bikeway officially opened on July l, 1972, after months of organizing by the Lanikai Association and residents like Ted Rodgers and Cynthia Thielen for safer roadways; and

 

     WHEREAS, the Lanikai Bikeway was created in response to a near—fatal incident when the tire of student Linda Bell's bicycle hit a rock, which caused her to fall into the roadway; and

 

     WHEREAS, immediately after her fall, an oncoming vehicle came within inches of colliding with Bell's head; and

 

     WHEREAS, at the time of Bell's incident, two—way vehicle traffic along Lanikai's narrow roadways left inadequate space for the growing number of bikers in the area; and

 

     WHEREAS, a survey conducted by Cynthia Thielen and other parents in the community counted that approximately six hundred bicycles were in use in Lanikai and most of Lanikai's bicycle riders were children; and

 

     WHEREAS, Cynthia Thielen was among a group of concerned parents that proposed a dedicated bikeway and new traffic configuration in Lanikai after Bell's incident; and

 

     WHEREAS, plans for establishing a one—way traffic loop and bikeway along Aalapapa Drive and Mokulua Drive received widespread approval from the Lanikai community and was the first traffic configuration of its kind on the island of Oahu; and

 

     WHEREAS, with the support of the Lanikai Association and its president, Ted Rodgers, a petition with signatures from two— hundred and sixty-two families was successfully submitted to the City and County of Honolulu and plans to build the Lanikai Bikeway and establish the new traffic configuration were approved; and

 

     WHEREAS, as a direct result of Cynthia Thielen's advocacy and Ted Rodger's leadership, the Lanikai Bikeway increased safe bike transportation in Kailua, with an expansion to the bikeway built in 1995; and

 

     WHEREAS, it is appropriate to honor Ted Rodgers and Cynthia Thielen as leaders of distinction who united the Lanikai community; and

 

     WHEREAS, an official recognition of Ted Rodgers' and Cynthia Thielen's leadership in advocating for the Lanikai Bikeway will serve as a permanent reminder of their tangible contributions to protecting the community; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty—first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the City and County of Honolulu is urged to celebrate the fiftieth anniversary of the Lanikai Bikeway and recognize the efforts of Ted Rodgers and Cynthia Thielen who led the efforts to establish it; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, Chair of the Honolulu City Council, and President of the Lanikai Association.
