SENATE CONCURRENT

RESOLUTION

 

 

requesting a study of whether the hawaii state public library system should be transferred from the board of education.

 

 


     WHEREAS, concerns have been expressed about the current placement of the Hawaii State Public Library System under the management of the Board of Education; and

 

     WHEREAS, these concerns include differences in mission from the Department of Education, which may make the libraries' projects lesser in priority compared to the Department of Education's projects and responsibilities, and differences in service populations, where the library system serves a broader community while schools focus on public education for adolescents and children; and

 

     WHEREAS, the Department of Accounting and General Services currently processes accounting and payroll work for the library system and the two agencies currently collaborate on library repair and maintenance and new construction projects, and there would be few remaining administrative duties to transfer from the Department of Education; and

 

     WHEREAS, a large part of the library system's functions centers on maintaining and improving library facilities, which is a better fit and is currently under the Department of Accounting and General Services, which performs a large amount of facilities management and improvement functions; and

 

     WHEREAS, the Department of Accounting and General Services' resources and work on the neighbor islands would be particularly helpful in facilitating the improvement of library facilities that are especially important in smaller communities; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Auditor is requested to perform a study of whether the Hawaii State Public Library System should be transferred from administration by the Board of Education to another agency, particularly the Department of Accounting and General Services; and

 

     BE IT FURTHER RESOLVED that the study may consider factors such as the Hawaii State Public Library System's ability to achieve its mission under existing administration, any cost savings that may be realized by a transfer, and the advantages and disadvantages of a transfer; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit the Auditor's findings and recommendations to the Legislature no later than twenty days prior to the convening of the 2011 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Auditor, the State Librarian, the Superintendent of Education, the Chairperson of the Board of Education, and the Comptroller.
