THIRTIETH LEGISLATURE, 2019

S.D. 1

STATE OF HAWAII

H.D. 1

A BILL FOR AN ACT

RELATING TO THE DEPARTMENT OF EDUCATION.

SECTION 1.  The legislature finds that less than a quarter of Hawaii high schools that offer advanced placement coursework offer advanced placement computer science classes.  The legislature also finds that there is a shortage of applicants for current computing jobs.  For Hawaii companies to compete nationally and globally, Hawaii students need access to comprehensive, grade appropriate computer science classes.

The purpose of this Act is to appropriate funds for the department of education to award scholarships to students working toward teaching degrees at state accredited institutions of higher education who successfully complete one course in computer science.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for a scholarship program, to be established and administered by the department of education, which shall distribute $1,000 awards to students working toward teaching degrees at state accredited institutions of higher education who successfully complete one course in computer science.

The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2052.
