A BILL FOR AN ACT

 

 

RELATING TO EARLY LEARNING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Act 14, Special Session Laws of 2008, created an early learning council.  The early learning council was tasked to develop and administer the early learning system established pursuant to section 302L-2, Hawaii Revised Statutes, to benefit all children throughout Hawaii, from birth until the time they enter kindergarten.  The legislature finds that the early learning council has made great progress toward the development of the early learning system.

     SECTION 2.  (a)  The early learning council, with the assistance of the department of education, the department of health, and the department of human services, shall perform a fiscal mapping study to identify sources of funding for the early learning system.  The study shall include the identification and development of a direct funding stream, including private funding, donations, and grants, to support the early learning system.

     (b)  The early learning council shall report its progress to the legislature no later than twenty days prior to the convening of the regular session of 2012.

     SECTION 3.  This Act shall take effect on July 1, 2050.
