A BILL FOR AN ACT

 

 

relating to early learning.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Act 14, Special Session Laws of 2008, created an early learning council.  The early learning council was tasked to develop and administer the early learning system established pursuant to section 302L-2, Hawaii Revised Statutes, to benefit all children throughout Hawaii, from birth until the time they enter kindergarten.  The legislature finds that the early learning council has made great progress toward the development of the early learning system.  In order to continue the work of the early learning council, funds for its operation must be restored.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for the operations of the early learning council, including supplies, personnel, and travel expenses.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2011.
