A BILL FOR AN ACT

 

 

RELATING TO ECONOMIC DEVELOPMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that an economic summit for the State of Hawaii is appropriate at this time in view of the continuing recession, an undiversified economy, and prospect of diminished federal aid to the State.  Although tourism is evidently on the rebound, an economy dependent on tourist arrivals or visitor capacity is fragile.  The State needs an economic blueprint for the future based on sound research and data in order to plan ahead for future contingencies or avoid or mitigate economic catastrophe.

     The legislature further finds that an economic summit is necessary to bring together leaders in industry, military, academia, and government to collaborate on issues such as financial budgets; economic forecasts; revenue sources; military spending; federal subsidies; state and county revenues; potential threats to tourism such as hurricanes, tidal waves, and invasive species; energy self-sufficiency; food sustainability; and promoting industries in addition to tourism.  By bringing together those persons in whose hands the future of Hawaii may rest, an economic summit has the potential to serve as an informational briefing forum and a planning mechanism.

     SECTION 2.  (a)  The governor shall convene an economic summit to formulate a thirty-year and a fifty-year plan that addresses economic development for the State of Hawaii.  Selection of participants in the economic summit shall be at the governor's discretion and may change with each meeting or series of meetings.  Participants shall receive no compensation or reimbursement for expenses.  The issues to be discussed should be consistent with section 1 of this Act.

     (b)  The economic summit shall be known as the "Governor's Economic Summit on the Future of Hawaii" and shall have a perpetual existence so as to transcend changes in administration; provided that the year of every summit shall be reflected in the name of the summit and that every summit may change or modify the finding and recommendations of a previous summit.  Meetings of the economic summit shall be called by the governor from time to time at the governor's discretion; provided that each meeting or series of meetings shall be open to public attendance.

     (c)  The summit participants may form committees and subcommittees as appropriate.

     (d)  Every meeting or series of meetings of a summit or of committees and subcommittees shall culminate in a public report of proceedings, including finding and recommendations concerning issues, forecasts, plans, and other relevant information.

     SECTION 3.  This Act shall take effect upon its approval.
