A BILL FOR AN ACT
Relating to education.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that educational programs specializing in career readiness and technical expertise can be effective in preparing Hawaii students to enter the state job market. Educational initiatives at schools within the State have been established to develop students' technical skills and prepare them to enter the workforce. The need for these educational initiatives is particularly significant for the development of the State's workforce.
The legislature also finds that the aviation industry offers multiple high-paying and highly demanding career paths. Indeed, in 2018, air traffic controllers' salaries averaged $124,540 a year, airline and commercial pilots' salaries averaged $115,670 a year, and aerospace engineers' salaries averaged $115,220 a year.
Accordingly, the purpose of this Act is to require the department of education to establish and administer a career and technology program that will provide aviation and aviation mechanics education and training to high school students.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to part II, subpart C, to be appropriately designated and to read as follows:
"§302A- Career
and technology program; aviation. (a) The
department shall establish and administer a career and technology program that will
provide aviation and aviation mechanics education and training for high school students.
(b) Funding for the program shall be made available
pursuant to the weighted student formula established in section 302A-1303.6.
(c) The department shall adopt rules pursuant to chapter
91 to implement this section.
(d) For
the purposes of this section "career and technology program" means a vocational
high school program that:
(1) For every classroom
day, a student attends the equivalent of half of a school day at the program; provided
that the student spends the equivalent of half of each school day in academic studies
at the students' high school; and
(2) Provides courses in aviation and aviation mechanics."
SECTION 3. Section 302A-1143, Hawaii Revised Statutes, is amended to read as follows:
"§302A-1143 Attending school in [what] a designated
service area. A person of school age
shall be required to attend the school of the service area, as determined by
the department, in which the person resides, unless:
(1) The person is enrolled in a Hawaiian language medium education program or charter school;
(2) A geographic
exception to attend a school in another service area is requested and granted
at the discretion of the department; [or]
(3) Out-of-service-area
attendance is mandated by the department or by federal law[.]; or
(4) The person is enrolled in a career and technical education program under section 302A- ."
SECTION 4. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 5. This Act shall take effect upon its approval.
