A BILL FOR AN ACT

 

 

RELATING TO GOVERNMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     Section 1.  The purpose of this Act is to require public access to travel reports for individual representatives of departments and agencies acting in an official capacity on behalf of the State.

     SECTION 2.  Chapter 40, Hawaii Revised Statutes, is amended by adding a new section to part IV to be appropriately designated and to read as follows:

     "§40-    Travel report; departments and agencies of the State.  Travel reports submitted by a state employee, officer, or other representative of any department or agency in connection with out-of-state and intra-state travel engaged in for purposes of official state business shall be made available for public review on the comptroller's website; provided that personally identifiable information of each individual shall be kept private."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 to implement and manage digital and searchable public access to travel reports from departments and agencies of the State.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2024; provided that section 3 shall take effect on July 1, 2023.
