A BILL FOR AN ACT

 

 

RELATING TO HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to improve the overall health of the population in the State and reduce the incidence of cervical and other cancers by requiring the department of education, in collaboration with the department of health, to develop accurate, educational information on:

(1)  Human papillomavirus;

(2)  The connection between human papillomavirus and cervical cancer and human papillomavirus and other cancers and diseases; and

(3)  The availability of vaccines against human papillomavirus;

and disseminate this information through the public schools to parents or guardians of all public school students entering the sixth grade.

     SECTION 2.  (a)  Beginning with the 2016-2017 school year, each public school shall provide information on the human papillomavirus on an annual basis to each parent or guardian of a student who is entering the sixth grade. At a minimum, the information shall include:

(1)  The connection between human papillomavirus and cervical cancer, as well as the connection between human papillomavirus and other cancers and diseases;

(2)  The availability of vaccines against human papillomavirus;

(3)  Notification to the parent or guardian of each sixth grade student that vaccination is available to help prevent human papillomavirus infection; and

(4)  Information that the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention recommends that vaccination against human papillomavirus be completed before a student enters the seventh grade.

(b)  The department of education, in collaboration with the department of health, shall develop the information.  The information shall be approved by the department of health prior to dissemination by the department of education.

     SECTION 3.  This Act shall take effect upon its approval.
