A BILL FOR AN ACT

 

 

relating to higher education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaiian is an official language of the State and the legislature has a unique responsibility to promote its use and study.  In fulfillment of that responsibility, the 1997 legislature mandated the establishment of a Hawaiian language college at the University of Hawaii at Hilo with a mission to operate a Hawaiian language medium laboratory school, a Hawaiian medium teacher education program, a Hawaiian language materials and resource center, and a language revitalization focused graduate program and perform outreach to other indigenous people.

     The legislature further finds that the Hawaiian language college established in accordance with the legislative mandate was named Ka Haka Ula O Keelikōlani in honor of Princess Ruth Keelikōlani, who was well-known for her commitment to the maintenance and normalized use of the Hawaiian language and culture in government and community functions.  In 2014, the State completed the first phase of a building plan for the Hawaiian language college that housed classrooms, but other needs relative to the Hawaiian language curriculum and resource center, demonstration classrooms for its teacher education program, and facilities for outreach to other indigenous peoples were placed on hold for the future.  Growth in enrollment, programming, and international prominence of the work of the Hawaiian language college are such that it is appropriate at this time to fund facilities earlier placed on hold.  There is especially a need to include facilities related to the teacher preparation, curriculum development, and outreach functions of the Hawaiian language college.

     The purpose of this Act is to require and appropriate funds to the University of Hawaii at Hilo to, in collaboration with faculty, staff, and other partners, update and strengthen the plans for full development of Ka Haka Ula O Keelikōlani.

     SECTION 2.  (a)  The University of Hawaii at Hilo, in collaboration with Ka Haka Ula O Keelikōlani faculty, staff, and other partners, shall develop a plan for full development of Ka Haka Ula O Keelikōlani.

     (b)  The University of Hawaii at Hilo shall submit its plan, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2019.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2018-2019 to the University of Hawaii at Hilo to update and strengthen the plans for full development of Ka Haka Ula O Keelikōlani.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2018.
