A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE ninth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $43,010,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of capital improvement projects for the ninth senatorial district, as follows:

1.   Diamond Head state monument

     A.   Master plan.

          Plans and design                 $2,000

          Construction                   $948,000

          Total funding                                 $950,000

     B.   Kapahulu tunnel.

          Plans and design                 $2,000

          Construction                   $298,000

          Total funding                                 $300,000

2.   Kalani high school

     A.   Rubberized track and field turf.

          Design                         $550,000

          Construction                 $4,950,000

          Total funding                               $5,500,000

3.   Kaiser high school

     A.   International art and performance center.

          Design                       $1,000,000

          Construction                $25,000,000

          Power                        $1,200,000

          Equipment                    $2,800,000

          Total funding                              $30,000,000

     B.   Athletic complex improvements.

          Railings                        $20,000

          Stadium light pole,

          LED lighting, press box          $40,000

          Total funding                                  $60,000

     C.   One school mile project.

          Total funding                                 $400,000

4.   Niu Valley middle school

     A.   Completion of phase II of world language building.

          Construction                 $4,500,000

          Total funding                               $4,500,000

5.   Maunalua boat ramp

     A.   Improvements.

          Three solar powered lights       $60,000

          Revetment repair               $140,000

          Asphalt erosion repair          $300,000

          Total funding                                 $500,000

6.   Waikiki Aquarium

     A.   Upgrade electrical system.

          Total funding                                 $800,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sums appropriated in items 1 and 5 shall be expended by the department of land and natural resources;

     (2)  The sums appropriated in items 2 through 4 shall be expended by the department of education; and

     (3)  The sum appropriated in item 6 shall be expended by the University of Hawaii.

     SECTION 4.  This Act shall take effect on July 1, 2018.
