A BILL FOR AN ACT

 

 

relating to kupuna care.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Act 102, Session Laws of Hawaii 2017, authorized the executive office on aging to establish the kupuna caregivers program to assist caregivers by providing assistance to allow them to remain in the workforce while their loved ones are provided with necessary support services.  The legislature further finds that the kupuna caregivers program is critical to supporting the well-being of caregivers who are sometimes elderly themselves, or who may need to consider leaving their jobs or taking a significant cut in pay to care for their parents.  Hawaii's aging population continues to grow and caregiver assistance is critical to supporting caregivers' own health as well as the health of Hawaii's kupuna.  Act 102, Session Laws of Hawaii 2017, appropriated $600,000 for the initial establishment and development of the program.

     The purpose of this Act is to appropriate moneys required for the implementation and sustainability of the kupuna caregivers program statewide.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $4,000,000 or so much thereof as may be necessary for fiscal year 2018-2019 for the implementation of the kupuna caregivers program.

     The sum appropriated shall be expended by the executive office on aging for the purposes of this Act.

     SECTION 3.  The executive office on aging shall submit a report to the legislature no later than twenty days prior to the convening of each regular session that details kupuna caregivers program outcomes, including but not limited to evaluation metrics, the existing waiting list broken down by county, and the recommendations to support the implementation and execution of the program.

     SECTION 4.  This Act shall take effect on July 1, 2018.
