A BILL FOR AN ACT

 

 

RELATING TO RENEWABLE ENERGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State must improve and develop new types of renewable energy to reduce its dependence on imported oil.  The legislature also finds that net energy metering for commercial customers reduces the State's dependence on imported oil and, in doing so, enhances Hawaii's energy security and reduces energy costs for businesses. 

     The legislature further finds that net metering on state facilities is particularly beneficial to the taxpayers of the State of Hawaii because it lowers the operating costs of those facilities and allows for the State's economic resources to be used for other vital purposes.

     SECTION 2.  Section 269-101.5, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§269-101.5[]]  Maximum capacity of eligible customer-generator.  The eligible customer-generator shall have a capacity of not more than [fifty kilowatts; provided that the public utilities commission may increase the maximum allowable capacity that eligible customer-generators may have to an amount greater than fifty kilowatts by rule or order.] two megawatts if the generating facility is sited on property owned or controlled by the State of Hawaii, or a capacity of not more than one megawatt for all other customer-generators."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2050.

Description:

Increases maximum allowable customer-generator capacity for net energy metering systems to two megawatts if the generating facility is sited on property owned or controlled by the State of Hawaii.  Increases maximum allowable customer-generator capacity for net energy metering systems to one megawatt for all other systems.  Takes effect on 7/1/2050.  (SD1)
