A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE fifteenth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $55,968,077, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2010-2011, for the purpose of capital improvement projects for the fifteenth senatorial district, as follows:

1.   Aiea elementary school

     A.   Design and construction of campus-wide electrical upgrades.

          Total funding                                $575,000

2.   Aliamanu elementary school

     A.   Plans, design, and construction of administration building for clerical, administrative, and support staff.

          Total funding                              $6,000,000

     B.   Plans, design, and construction of school media-library center.

          Total funding                              $7,500,000

3.   Aliamanu middle school

     A.   Install three split-system air conditioning units in room S-l.

          Total funding                                 $35,000

4.   Alvah Scott elementary school

     A.   Design and construction of campus-wide electrical upgrades.

          Total funding                              $1,150,000

5.   Hickam elementary school

     A.   Design and install telephone system to facilitate safety and welfare of students.

          Total funding                                 $60,000

     B.   Install phones and necessary wiring in offices and classrooms.

          Total funding                                 $60,119

6.   Makalapa elementary school

     A.   Design and construction for electrical upgrades for entire campus.

          Total funding                                $300,000

     B.   Replace existing playground water sprinkler system.

          Total funding                                $200,000

     C.   Design and construction of covered walkways between classrooms and cafeteria.

          Total funding                                $100,000

7.   Moanalua elementary school

     A.   Plans, design, and construction for eight classrooms to replace existing portable classrooms.

          Total funding                              $4,000,000

     B.   Plans, design, and construction to expand library building to accommodate technology center for students.

          Total funding                                $300,000

     C.   Construct roofing over existing open walkways.

          Total funding                                 $30,000

     D.   Resurface basketball court used by school and community.

          Total funding                                $132,000

8.   Moanalua middle school

     A.   Expand air conditioning to second floor of D building.

          Total funding                                $585,000

9.   Moanalua high school

     A.   Plans, design, and renovation of six science classrooms.

          Total funding                                $600,000

     B.   Design and construction for installation of new turf on athletic field.

          Total funding                                 $50,000

     C.   Replacement of girls' locker room.

          Total funding                                $100,000

10.  Mokulele elementary school

     A.   Design and install an upgraded system for electrical capacity for school.

          Total funding                                $750,000

     B.   Design and construct an ADA compliant elevator in building F.

          Total funding                              $1,000,000

     C.   Design and construct roofing for a walkway from building F to office.

          Total funding                                 $50,000

11.  Nimitz elementary school

     A.   Design and construction for campus-wide air conditioning, ground and site improvements, equipment, and appurtenances.

          Total funding                              $7,223,000

     B.   Design and construction for a new library building.

          Total funding                              $7,156,000

12.  Pearl Harbor elementary school

     A.   Design and construction for a new library building, ground and site improvements, equipment, and appurtenances.

          Total funding                              $7,156,000

13.  Pearl Harbor Kai elementary school

     A.   Design and construction for privacy of occupants in student restrooms and eight ADA compliant student restrooms (four restrooms in building B, four restrooms in building C).

          Total funding                                $159,958

     B.   Design and construction for drainage improvements on playground/basketball courts.

          Total funding                                $118,000

     C.   Design and construction for improvements to six building C classrooms.

          Total funding                                $540,000

14.  Radford high school

     A.   Construction of a multi-purpose classroom.

          Total funding                                $235,000

15.  Salt Lake elementary school

     A.   Design and construction of interior walls for building C-1 to create four classrooms.

          Total funding                              $1,000,000

     B.   Design and construction of interior walls for building E-3 to create four classrooms.

          Total funding                              $1,000,000

     C.   Design and construction of interior walls for building E-4 to create four classrooms.

          Total funding                              $1,000,000

16.  Interstate route H‑1, vicinity of Aiea Hongwanji, Oahu

     A.   Design and construction for a noise-attenuating wall along interstate route H‑1 in the vicinity of Aiea Hongwanji.

          Total funding                              $6,703,000

17.  Salt Lake waterway

     A.   Dredging and maintenance.

          Total funding                                $100,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the following agencies for the purposes of this Act:

     (1)  The department of education, in the case of items 1 to 15; and

     (2)  The department of transportation, in the case of items 16 and 17.

     SECTION 4.  This Act shall take effect on July 1, 2010.
