A BILL FOR AN ACT

 

 

RELATING to the university of hawaii cancer center.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that early phase clinical trials offer patients with cancer access to novel treatments to improve the quality and quantity of life, especially when having exhausted standard treatments.  Hawaii does not currently have an early phase clinical trial program.  Therefore, cancer patients living in Hawaii for whom such programs may be their best or last option for treatment must travel to the mainland or other locations, at significant personal expense, and be apart from their families and support systems for extended periods while undergoing treatment.  For many patients, this is not an option.  The legislature further finds that the University of Hawaii cancer center has the goal to establish a program committed to bringing novel early phase trials to Hawaii for the benefit of cancer patients throughout the State.  The program will focus on phase I and other early phase cancer trials and complement drug discovery programs already in place within the cancer center.  The University of Hawaii cancer center annex, attached to the cancer center building, is targeted to house this program, and internal buildout is required for the space to be usable.  It is anticipated that the program operating costs will be covered by grants and clinical trial medical and pharmaceutical partners.

     The purpose of this Act is to provide funding for the construction of the Hawaii early phase cancer clinical trials program at the University of Hawaii cancer center.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $13,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of the construction of the Hawaii early phase cancer clinical trials program at the University of Hawaii cancer center.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 4.  This Act shall take effect on July 1, 2018.
